Treasury, State Designate Three Muslim Brotherhood Branches as Terrorist Organizations
“Although the Muslim Brotherhood, to which Hamas has pledged allegiance, claims to have renounced violence, the Muslim Brotherhood branches designated today continue to promote, incite, and glorify terrorism that directly threatens the interests of the United States and its allies.”
The Treasury and State Department have designated three branches of the Muslim Brotherhood as terrorist organizations.
The decision comes over a month after President Donald Trump issued an executive order to label the group as a terrorist organization.
Vijeta noted in November: “Islamic State (ISIS) chief Abu Bakr al-Baghdadi and Al Qaeda’s leader Ayman al-Zawahiri both got their ideological training as members of the Muslim Brotherhood. The Palestinian Islamic terror group Hamas is an offshoot of the Muslim Brotherhood.”

Treasury targeted the Egyptian and Jordanian branches.
“Although the Muslim Brotherhood, to which Hamas has pledged allegiance, claims to have renounced violence, the Muslim Brotherhood branches designated today continue to promote, incite, and glorify terrorism that directly threatens the interests of the United States and its allies,” said the department. “These designations reflect the first actions of an ongoing, sustained effort to thwart Muslim Brotherhood violence and destabilization wherever it occurs, including through additional terrorist designations.”
“The United States will use all available tools to deprive these Muslim Brotherhood chapters of the resources to engage in or support terrorism,” the Treasury added.
The department noted that the Egyptian Muslim Brotherhood (EMB) and Hamas have continuously coordinated on possible terrorist activities against Israel. From the press release:
In mid-2025, leaders in Hamas’s military wing sought to take advantage of tensions in the Middle East and worked with the EMB to undermine and destabilize the Egyptian government, accepting Hamas funding to do so.
The EMB’s ties to Hamas also involve support for terrorism and violence. EMB members provided support to Hamas militants. For example, in 2024, individuals who wanted to travel to Gaza to fight for Hamas needed connections to the Muslim Brotherhood. Once these individuals arrived in Egypt, these potential fighters connected with the Muslim Brotherhood to enter Gaza, with the Muslim Brotherhood regularly keeping Hamas abreast of their status and where and when they would bring in fighters. As of 2023, an MB member in Saudi Arabia also raised funds for Hamas and transferred the money to Hamas militants before returning to Egypt.
Treasury also chose the Jordanian Muslim Brotherhood (JMB) for providing materials to Hamas:
Muslim Brotherhood members in Jordan, in cooperation with entities abroad, have engaged in manufacturing rockets, explosives, and drones, as well as recruitment operations. Elements with connections to the Muslim Brotherhood in Jordan and abroad have facilitated this work by raising money through illegal means.
“The Egyptian Muslim Brotherhood and the Jordanian Muslim Brotherhood are being designated pursuant to E.O. 13224, as amended, for having materially assisted, sponsored, or provided financial, material, or technological support for, or goods or services to or in support of, Hamas,” stated the department.

“Today, we are designating the Lebanese, Egyptian, and Jordanian chapters of the Muslim Brotherhood as terrorist groups,” announced Secretary Marco Rubio. “Under President Trump’s leadership, the United States will eliminate the capabilities and operations of Muslim Brotherhood chapters that threaten U.S. citizens and our national security.”
The Treasury Department mentioned the State’s decision:
In a concurrent action, the Department of State is also designating the Lebanese Muslim Brotherhood, also known as al-Jamaa al-Islamiyah, as both a Foreign Terrorist Organization pursuant to section 219 of the Immigration and Nationality Act, and a Specially Designated Global Terrorist pursuant to E.O. 13224, as amended. In addition, the Department of State is also designating the Secretary General of the Lebanese Muslim Brotherhood, Muhammad Fawzi Taqqosh, as a Specially Designated Global Terrorist pursuant to E.O. 13224, as amended.
The State Department provided a fact sheet with reasons for slapping the designation on the Lebanese Muslim Brotherhood (LMB):
- Following the October 7, 2023, Hamas attack, LMB (also known as al-Jamaa al-Islamiyah) reactivated its al-Fajr Forces and launched rockets, in coordination with Hizballah and Hamas, from Lebanon into northern Israel.
- In March 2024, the Israel Defense Forces launched an attack against al-Fajr Forces operatives who were preparing to carry out terrorist attacks against Israel.
- In July 2025, the Lebanese Army dismantled a covert military training camp that included LMB and Hamas militants.
- Under LMB secretary general Muhammad Fawzi Taqqosh’s leadership, the group has pushed for a more formal alignment with the Hizballah-Hamas axis.
“These designations reflect the opening actions of an ongoing, sustained effort to thwart Muslim Brotherhood chapters’ violence and destabilization wherever it occurs,” added Rubio. “The United States will use all available tools to deprive these Muslim Brotherhood chapters of the resources to engage in or support terrorism.”

President Donald Trump started moving towards designating the Muslim Brotherhood as a terrorist group in 2019.
Trump issued the executive order designating these three branches in November, which got the ball rolling for the Treasury and State Departments.
The Muslim Brotherhood “has developed into a transnational network with chapters across the Middle East and beyond,” the Executive Order said, mentioning that the “chapters in Lebanon, Jordan, and Egypt engage in or facilitate and support violence and destabilization campaigns that harm their own regions, United States citizens, and United States interests.”

Why not ALL of them?
Because not all the branches engage in political violence. To designate an organization, the Secretary of State needs evidence that that specific organization does so. It’s not enough that it has the same name as another organization, or that it is friends with another organization.
If they are “branches” then they are actually the SAME organization. They’re like franchises.
No, they’re not. They operate independently.
There is actually a court case on this topic, where the American branch of a foreign terrorist organization went to court claiming to be independent and therefore not included in the designation. The government had to prove that it was not independent, which it did and won the case. Had it been unable to prove it, the terrorists would have won.
Good step. Particularly in ‘moderate’ Jordan and Egypt. For too long we’ve refused to openly identify and publicly confront Muslim Brotherhood radicals despite them being ideological enemies of the USA with terrorist roots and current branches simply b/c we were too concerned with their influence among the power structure of those Nations. It is past time for the USA to stop worrying about what middle eastern Nations may get offended if the USA asserts itself and its own direct interests. If the power structure of the middle eastern Nations or anywhere else doesn’t like it they can lodge a diplomatic protest with our Ambassador who will pass it along to the WH where it will be correctly ignored.
