‘Diversity Lottery’ Trucker From Uzbekistan Allegedly Kills UMass Soccer Player
‘Diversity lottery’ winner enters country, gets behind massive truck, and then allegedly kills collegiate soccer player.
Another immigrant truck driver let in under the Biden administration is facing accusations of killing an innocent human being.
“Bekhzod Asrarov, 42, rammed the back of a vehicle on Interstate 71 in Madison County, resulting in the death of Tobias ‘Toby’ Forsythe, 21, who played goalkeeper for the University of Massachusetts at Lowell,” according to Fox News. He also reportedly did not speak English.
While some other foreign truck drivers have killed human beings after being let into the country illegally, Asrarov appears to be here legally under the “diversity lottery” system.
Unlike other visa programs that serve specific purposes, such as attracting high-skilled workers or religious workers, this system’s sole goal is to bring in people from “countries with low rates of immigration to the United States.” In this case, Asrarov came from Uzbekistan.
Asrarov reportedly tried to destroy any evidence of his alleged crime.
The truck driver “tried ripping off the dash camera and tried to destroy it by smashing it,” and “also tried to smash and destroy his three phones and his logging device,” Fox News reported.
Forsythe appears to be the latest victim of migrant truck driver crime.
In May, law enforcement apprehended an illegal alien truck driver named Manvir Singh, who allegedly plowed into three vehicles while driving his Freightliner Cascadia.
He should not be confused with other people named “Singh” arrested for killing people while behind the wheel of a big rig:

Nor should Bekhzod Asrarov from Uzbekistan be confused with Bekzhan Beishekeev from Kyrgyzstan, who illegally entered the country under the Biden administration and was subsequently granted a Commercial Driver’s License by Pennsylvania.
Beishekeev is accused of killing four Amish in Indiana and injuring the non-Amish man who was driving the 15-person van back from work.
Secretary of Transportation Sean Duffy has taken steps to crack down on the proliferation of truck drivers, particularly illegal ones. Among his actions are cracking down on driving schools and threatening to cut federal funding to states that do not verify lawful presence.
Tobias “Toby” Forsythe was just 21, a star goalie for the UMass Lowell soccer team with his whole life ahead of him. On Sunday, his life was stolen.

Commenting on the latest deadly crash, Duffy reiterated that highways must remain safe from truck drivers who don’t speak English.
“He failed his English language proficiency test and state troopers had to use Google Translate to talk to him,” Duffy wrote on X. “We cannot let truckers like Asrarov, who can’t read our road signs or speak to law enforcement, drive 80,000-pound rigs on America’s highways.”

The problem here is not the Green Card lottery, it’s the loose issuance of CDLs. Historically the lottery’s main beneficiaries were Irish, though that hasn’t been the case for a long time.
There have been many attempts in Congress to abolish it, but it has a lot of supporters in both parties, so these attempts have never succeeded. And only Congress can abolish it; so long as the law remains the same the administration is required to conduct the lottery every year and admit approximately 50,000 people. Since there are millions of applicants, the winners are thoroughly vetted; if they fail there are millions of people behind them.

Demonstrably how? He had no criminal record, he hadn’t yet even applied for the PA license. What exactly should have been turned up and wasn’t?
He couldn’t speak English.
That’s never been a requirement for an immigrant visa. Why should it become one now, for the first time ever? How does this event make the case for such a requirement? Are you talking only about the lottery, or should all immigrants now be required to learn English before coming?

Legalisms are killing this country.
Two interrelated issues maybe three. First is visa system. The lottery doesn’t serve the interests of the USA b/c there’s no skill based requirements. Beyond that IMO we need an immigration pause similar to the multi decade pause on immigration before ’65. Second is lax attention to CDL by bureaucracy. Lots of regs and standards already exist but they ain’t being adhered to nor sufficiently monitored, enforced and the hammer brought down on bureaucracy who fail. Third is the goofy State level intransigence on CDL cooperation with Feds. Eventually all these ‘State administered but Federally funded’ programs are gonna have to be reformed. If the States don’t wanna cooperate in enforcement then they don’t get a seat at the table for the discussion about reform and some may find themselves locked out of program participation post reform ..even that is assuming States are allowed to continue administrative control of the programs v Federal govt running them. Given the degree of discovered fraud, malfeasance and lack of State cooperation it may make more sense for Feds to run these programs directly.
How (why) did he obtain a CDL without speaking English! The DMV clerk and the administrator should be fired.

Today I learned that Apache County just became the third county in Arizona to remove Spanish from their printed ballots. There is hope.
There are CDL ‘schools’ which many States authorize to handle not just training but eligibility and testing requirements. The ‘schools’ report back that John Doe passed and the State sends a license. All these sorts of third party, one stop shop for training/testing are ripe for fraud. In a way it makes things both easier and harder simultaneously to hold folks accountable. Suspend/bar the ‘school’ and you shut down a revenue stream for State and upset the trucking industry looking for drivers. Plus after the headline that ABC company is banned the owners/operators open up under a new name and keep up the grift. Gotta have much more oversight and willingness to commit continuing resources to keep the scammers out. Bureaucratic lethargy, tight budgets and perverse incentives work against vigorous action.
Speaking and reading English should be top of the list to drive a semi. How can you possibly understand any traffic signs without a knowledge of the English language ?
Indeed it should — whether the person is an immigrant or not. But that’s got nothing to do with the immigration system or with the green card lottery.
