House Passes ‘White Supremacism’ Domestic Terrorism Bill After Buffalo Shooting

House Passes ‘White Supremacism’ Domestic Terrorism Bill After Buffalo Shooting

The bill only mentions white supremacy and neo-Nazis because obviously, those are the only people who terrorize others.

I should say the bill passed along party lines because Rep. Adam Kinzinger (R-IL) isn’t a Republican.

A white supremacist, who should have been caught a long time ago, murdered 10 people and injured three people. He purposely targeted black people.

The Democrats used this opportunity to push through The Domestic Terrorism Act: “To authorize dedicated domestic terrorism offices within the Department of Homeland Security, the Department of Justice, and the Federal Bureau of Investigation to analyze and monitor domestic terrorist activity and require the Federal Government to take steps to prevent domestic terrorism.”

Domestic terrorism only means white supremacy in this bill.

The bill creates:

  • Domestic Terrorism Unit in the Office of Intelligence and Analysis of the Department of Homeland Security
  • Domestic Terrorism Office in the Counterterrorism Section of the National Security Division of the Department of Justice.
  • Domestic Terrorism Section within the Counterterrorism Division of the Federal Bureau of Investigation

Reports submitted to Congress by said agencies will include (emphasis mine):

(A) an assessment of the domestic terrorism threat posed by White supremacists and neo-Nazis, including White supremacist and neo-Nazi infiltration of Federal, State, and local law enforcement agencies and the uniformed services; and

(B) (i) in the first report, an analysis of incidents or attempted incidents of domestic terrorism that have occurred in the United States since January 1, 2012, including any White-supremacist-related incidents or attempted incidents; and

(ii) in each subsequent report, an analysis of incidents or attempted incidents of domestic terrorism that occurred in the United States during the preceding 6 months, including any White-supremacist-related incidents or attempted incidents;

The reports must also have the numbers for (emphasis mine):

(I) domestic terrorism related assessments initiated by the Federal Bureau of Investigation, including the number of assessments from each classification and subcategory, with a specific classification or subcategory for those related to White supremacism;

(II) domestic terrorism-related preliminary investigations initiated by the Federal Bureau of Investigation, including the number of preliminary investigations from each classification and subcategory, with a specific classification or subcategory for those related to White supremacism, and how many preliminary investigations resulted from assessments;

(III) domestic terrorism-related full investigations initiated by the Federal Bureau of Investigation, including the number of full investigations from each classification and subcategory, with a specific classification or subcategory for those related to White supremacism, and how many full investigations resulted from preliminary investigations and assessments;

(IV) domestic terrorism-related incidents, including the number of incidents from each classification and subcategory, with a specific classification or subcategory for those related to White supremacism, the number of deaths and injuries resulting from each incident, and a detailed explanation of each incident;

(V) Federal domestic terrorism-related arrests, including the number of arrests from each classification and subcategory, with a specific classification or subcategory for those related to White supremacism, and a detailed explanation of each arrest;

(VI) Federal domestic terrorism-related indictments, including the number of indictments from each classification and subcategory, with a specific classification or subcategory for those related to White supremacism, and a detailed explanation of each indictment;

(VII) Federal domestic terrorism-related prosecutions, including the number of incidents from each classification and subcategory, with a specific classification or subcategory for those related to White supremacism, and a detailed explanation of each prosecution;

(VIII) Federal domestic terrorism-related convictions, including the number of convictions from each classification and subcategory, with a specific classification or subcategory for those related to White supremacism, and a detailed explanation of each conviction; and

(IX) Federal domestic terrorism-related weapons recoveries, including the number of each type of weapon and the number of weapons from each classification and subcategory, with a specific classification or subcategory for those related to White supremacism; and

The training to combat domestic terrorism only mentions…you guessed it! White supremacy (emphasis mine):

(a) Required Training And Resources.—The Secretary, the Attorney General, and the Director shall review the anti-terrorism training and resource programs of their respective agencies that are provided to Federal, State, local, and Tribal law enforcement agencies, including the State and Local Anti-Terrorism Program that is funded by the Bureau of Justice Assistance of the Department of Justice, and ensure that such programs include training and resources to assist State, local, and Tribal law enforcement agencies in understanding, detecting, deterring, and investigating acts of domestic terrorism and White supremacist and neo-Nazi infiltration of law enforcement and corrections agencies. The Attorney General shall make training available to Department prosecutors and to Assistant United States Attorneys on countering and prosecuting domestic terrorism. The domestic-terrorism training shall focus on the most significant domestic terrorism threats, as determined by the quantitative analysis in the joint report required under section 3(b).

The bill has been on the shelf for a while because Squad members wanted the lawmakers to have a specific definition of “domestic terrorist.”

I guess since it’s all about white supremacy and white men they don’t need a specific definition!

House Judiciary Committee Chairman Jerry Nadler: “The Domestic Terrorism Prevention Act, which sits before us today, is the least we can do to signal our opposition to White nationalism and this rising menace of organized intolerance.”

The Democrats never mentioned the black man who drove through the Christmas parade in Waukesha. They did not mention the riots and vandalism in the summer of 2020. I saw white people participate in those riots!

Oh, wait. Those white people aren’t neo-Nazis or white supremacists.

Republicans lashed out at the Democrats because the bill concentrates too much on one area of domestic terrorism:

“This bill is dangerous because we’ve already seen the weaponization of the government,” Rep. Jim Jordan of Ohio and the top Republican on the House Judiciary committee said Wednesday.

“We saw it in the IRS a few years ago. We’ve seen it in the FBI, as I just pointed out, most recently, the DOJ working with the FBI to go after parents. This bill formalizes what we’ve already seen. That’s why it’s so dangerous.”

“What happened in Buffalo, we know is wrong as wrong can be,” he said. “But this legislation wouldn’t prevent the terrible crime that took place there.”

Jordan is referring to Attorney General Merrick Garland telling the FBI and DOJ to monitor angry parents at school board meetings. The IRS targeted conservative groups during President Barack Obama’s terms.

Rep. Darrell Issa (R-CA): “This bill glaringly ignores the persistent domestic terrorism threat from the radical left in this country and instead makes the assumption that it is all on the white and the right.”

This bill MUST be stopped.

Its a sleeper bill to criminalize conservatives.

They talk about “white supremacism” to get it passed then go back and alter the definition to suit them creating a totally different law.

Did the same thing with a “felon” and other terms- aways expanding and changing.

If passed, EVERYTHING ( non left) will be WS” and criminalized.

Textbook Alinsky and Socialist tactic.

    Its a sleeper bill to criminalize conservatives

    And purge them from law enforcement and the military, if bit about “infiltration” is what I think it will be.

      james h in reply to randian. | May 19, 2022 at 9:45 pm

      Yes, purging from LE and military is a big goal I believe as well. Then there will be much less resistance when it’s time to line white supremacists up against the wall. Even if they’re white supremacists of color.

    Sleeper? Like the CIA tools?

      taurus the judge in reply to scooterjay. | May 20, 2022 at 8:59 am

      No, this is a political sleeper.

      Basically a law is passed with “language” that is open to interpretation, misleading or whatever. (basically a trojan bill to hide the true long term intent to get it passed)

      Then they let a little time pass and do nothing ( false sense of security and builds in the “see, we didn’t do anything evil” defense they will use later)

      Now, its passed into law and people forgot about it- they amend it to what it really was meant to be but would never have passed initially had anyone seen the truth then.

      Many bills are done this way and “O”‘s entire presidency was based on this concept.

Derbyshire has a short essay about there being no such thing as white supremacist, listing stuff that gets called white supremacism but isn’t.

    Actually, there is such thing as a white supremacist. It just hardly exists and demand by the left far outstrips supply, so they have to make it up to justify the demand.

      Rabid diversitists (i.e. color judgment, class-based bigotry) share the Twilight faith, Pro-Choice “ethical” religion, and liberal ideology under a notoriously left-wing (i.e. authoritarian) umbrella. Note: the French model of governance is anachronistic residual that does not discern governance and low information attributes a la diversity [dogma] (e.g. racism, sexism).

      Milhouse in reply to healthguyfsu. | May 19, 2022 at 4:26 pm

      Yes, exactly. White supremacists clearly exist, and in high enough numbers that they are a problem. We’ve seen them strike at least four times in the last few years — in Charlotte, Pittsburgh, Poway, and now Buffalo. And there are probably some I’ve forgotten about. So it’s not as if they’ve just disappeared and we don’t have to worry about them at all.

      But compared to all the other things we have to worry about, their numbers are tiny. Speaking as a Jew in Hymietown, I’m far more concerned about black supremacists, jihadists, Marxist revolutionaries, and random non-ideological criminals than I am about neo-nazis.

      White supremacists are like Catalina rattlesnakes — deadly, but there are so few of them that your chance of being attacked by one, especially if you’re not actually on Catalina, is negligible.

          We makes laws on one person all the time. Just look at all the laws named Whatsername’s Law. (It’s usually a woman or a kid.) And these hard cases almost always make bad law. Exclusively.

        Crawford in reply to Milhouse. | May 20, 2022 at 8:27 am

        ISTR one of those lunatics had a specific complaint about there not being enough white supremacists, that he couldn’t find a group to join.

        taurus the judge in reply to Milhouse. | May 20, 2022 at 9:07 am

        Really?

        I would like for you ( or anyone else) to give me specifically and exactly the complete and contextual definition of what you call a “white supremacist”.

        No weasel wording, nebulous terms or anything vague, undefinable or open to interpretation.

        Then I will take this definition and not only apply it to these “alleged” groups in question but also apply it to “other” groups to see is they are “supremacists” of a “different hue”. (If its bad for anything “white” then its equally bad for any other group)

        I cannot wait to see this “definition” because if a “white supremacist” cannot be specifically defined as to what it is ( and isn’t) then it cannot be said to exist.

        This is right up there with an “Assault Weapon”, “Saturday Night Special”, “Honest Politician”, “Racist” and a host of other meaningless terms routinely weaponized as required to suit an agenda while being ignored when inconvenient.

        Bated Breath on- tick tock……….

          Milhouse in reply to taurus the judge. | May 20, 2022 at 10:53 am

          Yes, really. There are of course degrees of white supremacy, but a white supremacist is someone who believes that white people are superior to all other races, and wants his country to be run by white people only, with all other races (including Jews) in a subservient role (whether slaves, dhimmis, or simply lesser people who know their place and stay in it, or are kept there by force).

          This attitude used to be widespread in the USA. 100 years ago the Ku Klux Klan was huge and active. That is no longer the case. The KKK no longer exists in any meaningful sense, and I would guess that the number of active white supremacists in the USA, i.e. those who would bother turning out for a rally, let alone those who would commit a crime in its name, is less than 5,000. Certainly their rallies never seem to attract more than a dozen people.

          However the Charlotte, Pittsburgh, Poway, and Buffalo shooters were all white supremacists, so it’s not yet time to relax about them completely. They clearly still do exist, and the few that remain are deadly.

        taurus the judge in reply to Milhouse. | May 20, 2022 at 11:12 am

        @ Milhouse

        Nice non answer, try again because you didn’t answer any part of the question directly as it relates to the groups in question.

        First, a mere 5000 (ish) out of a population exceeding 350,000,000 isn’t a large threat ( armed or not)

        As to the shooters, there’s a difference between people who “CLAIM” to be this and that (ally with a specific group) to make a statement and those who actually are.

        I grew up back in the day with the Klan all around in the deep south- I don’t need a class on what the “real” ones are- I am a direct witness.

        That’s why I can say with accuracy that most of these “claimers” are in fact posers because just like the originals- the “real” ones ( the dangerous ones) hide and you never know who they really are.

        That puts these groups in their proper perspective. Just like the NOI using “Islam”, they are people filled with rage/hate for whatever then simply pick a movement/religion that justifies their actions then twist it to suit them.

        They are dangerous yes but not for the position they claim they hold but because they have already made the decision to execute violence- they just now need the rationalization to overcome any conscience or sense of right/wrong they may still have. ( while at the same time, filling the “need” for their own twisted sense of “justice”)

        Typical narcissistic behaviors just channeled through different venues.

        Owego in reply to henrybowman. | May 20, 2022 at 3:48 am

        Very, frighteningly true. However Democrats and progressives are good at exempting themselves from a demanded behavior while simultaneously practicing it to police and criminalize the same behavior on the part of others. I give you simple, open, flagrant discrimination in pursuit of diversity as an example.

        Discrimination, illegal everywhere in this country for half a century, has been institutionalized and is openly practiced everywhere by liberals who justify it as necessary in their endless in pursuit of diversity. Racist white terrorists like Joe “they’ll put y”all in chains” Biden will use this as a means to hunt down labeled “white terrorists” everywhere.

        The shooter in Buffalo is a murderous criminal. By all appearances he was also a known threat, having been unwillingly institutionalized by state police in a mental facility a year and a half ago for threatening to kill people at his high school. If true and found that this behavior and event were not present and flagged in the NCIS database, the people responsible for the oversight should be prosecuted, perhaps as accomplices.

        Other examples abound. They include falsification of accusations against Donald Trump as the basis for justifying years of unjustified pursuit of the man by untold numbers of individuals ranging from high officials to drone bureaucrats in virtually every agency in our government. Protecting Hunter Biden. Corrupting the electoral process. Immigration. Bail procedures.

        This legislative action is a disgrace. It flies in the face of numerous already illegal acts – it legalizes tyranny..

    What is white? Is it a skin color? is it a %? President Obama’s mom was of European Caucasian Kansas Slave-owning descent and Elon Musk was born in Africa technically making him African American. The fact that it is not defined in the bill and can’t be defined makes this whole thing a non-starter.

It’s so stupid that it’s not even dangerous. It’s good natured self-mockery by Democrats.

          Anyone subject to the surveilance the bill authorized. This isn’t difficult.

          Milhouse in reply to Milhouse. | May 19, 2022 at 10:18 pm

          Since when is there a right not to be surveilled?

          Mim Moco in reply to Milhouse. | May 20, 2022 at 9:23 am

          The right of the people to be secure in their persons, houses, papers, and effects, against unreasonable searches and seizures, shall not be violated, and no Warrants shall issue, but upon probable cause, supported by Oath or affirmation, and particularly describing the place to be searched, and the persons or things to be seized.

          Yes the government surveils all the time, but that does not make it right nor does is abrogate a US Citizen’s and a Human’s right not to be surveilled by the government.

          If your probable cause is that the human is white (caucasian?–undefined) and writing to affirm or verbally affirming other inalienable rights in public or in a government forum then it is not probable cause at all.

          If a government refuses to uphold that right then it will eventually lose the consent of the governed

          Milhouse in reply to Milhouse. | May 20, 2022 at 10:57 am

          Surveilling someone is neither a search nor a seizure, and does not infringe the fourth amendment. It does not require a warrant, or even reasonable suspicion, let alone probable cause.

          Back when the FBI and the NYPD used to keep an eye on mosques, do you claim that infringed the fourth amendment?! Or any law?! They stopped doing it, not because it was illegal, but because it became politically unpopular. And we’re all less safe for that decision.

Juris Doctor | May 19, 2022 at 2:01 pm

Well, so we have to do is identify as Black Supremacists and we should be good to go.

So now, ideas are crimes instead of actions?

BTW, what about black supremacist crimes?

    Milhouse in reply to geronl. | May 19, 2022 at 10:26 pm

    No, they’ve been clear that ideas are not crimes. This bill does not punish anyone for their ideas. All it does is direct various government agencies to devote resources to investigating and reporting on actual crimes committed by a minuscule sector of the population, and perhaps also to keeping an eye on that tiny sector in case they commit any crimes. Of course all these resources will be diverted from combating much more serious threats, with the likely result that terrorism attacks will increase. That’s the real problem with this.

Meh. Either the current Senate will stop this entirely or amend it to include the many leftist extremist groups and violent ideologies or it won’t. That will be an interesting series of votes for sure.

Then in January the next Congress makes further changes and the WH can veto or sign off. Do that day one of the next Congress then zero out the budget for enforcement if necessary. Heck, given the FBI record it isn’t too big a stretch to consider a series of reforms being demanded and imposed by the next Congress.

is the least we can do to signal our opposition to (emphasis added)

Congressional Black Caucus chair blames “white supremacy” for hate crime shooting where the shooter is black.

In addition to botching the date of the shooting, Beatty got a key detail wrong about the “White supremacy replacement theorist” charged with attacking the Dallas salon: the suspect is Black.
https://www.foxnews.com/politics/rep-beatty-blames-white-supremacy-dallas-korean-salon-shooting-suspect-black

Hold on, is being a white supremacist a crime? Sure it’s a very ugly viewpoint, but it’s not a crime. This looks mainly like a way to surveil the entire populace and look for any dissent, harass and try to prosecute the dissent even if there is no actual crime to prosecute. The accusation would probably destroy the life of anyone accused.

    Milhouse in reply to james h. | May 19, 2022 at 10:32 pm

    No, it’s not a crime and there can’t be any prosecution without a crime. This doesn’t create any new crimes, or authorize prosecution of anyone who wouldn’t have been prosecuted anyway. The problem is that it diverts resources and attention towards protecting the public from a relatively minor threat, which means diverting them away from protecting us from much more serious threats. And of course it’s using crime to play politics.

      Skippingdog in reply to Milhouse. | May 23, 2022 at 4:18 pm

      One of the highest priorities of law enforcement should be to identify, monitor, and prepare to engage domestic terrorists. Since 1990, the majority of domestic terrorists in the U.S. have been part of fringe, right-wing kook groups. You just don’t want to admit your friends and family are dangerous criminals.

Yes, purging from LE and military is a big goal I believe as well. Then there will be much less resistance when it’s time to line white supremacists up against the wall. Even if they’re white supremacists of color.

Any “domestic terrorism” bill that doesn’t mention or deal with the obvious threats posed by Islamic terrorism and the Dumb-o-crats’ goose-stepping, terrorist-insurrectionist cadres of “Anti-fa” and “Black Lives Matter” — the latter two groups having spent the bulk of year 2020 laying waste to cities, destroying neighborhoods and businesses, attacking police officers, murdering innocents and desecrating synagogues across the U.S. — isn’t worth the paper it’s printed on.

Skippingdog | May 23, 2022 at 4:16 pm

The enduring and soon to be repeatedly reprinted “news” in all of this is that 203 Republican members of the House are perfectly fine with the same kind of domestic terrorism we recently witnessed in Buffalo, and have seen in scores of other places were gun nuts wander.

Who was the ONE Republican that voted FOR it ??
