Democrats know they blew it in Wisconsin in 2016. They’re obviously not taking any chances for 2020.

Wisconsin college students part of Democrats’ campus push
Democrats know that to defeat President Donald Trump they need to do a better job motivating young voters such as University of Wisconsin junior David Pelikan.
He’s one of about 40 students being trained this week to become organizers for the eventual presidential nominee.
Wisconsin is among eight critical states picked by the Democratic Party to host the training to prepare young people to work for the nominee.
Pelikan says if Democrats want to win, they have to boost turnout among young people.

College students? Why target such a liberal audience? The only reason I can think of to specifically target them for “training” is vote fraud: have them vote both in their state of residence and the state where their parents live.
You’re jumping to a completely unwarranted conclusion. There is no evidence that they’re being trained, encouraged, or otherwise led to vote in their parents’ state as well. Some might do so, but I’m sure what they’re being told is simply to vote in Wisconsin, and those who ask are told not to vote in their parents’ state.
I think they are receiving training in GOTV efforts. Of course those selected for Party training will be expected to vote also, but these youngsters will be most effective in door to door GOTV efforts where their youth will allow them to work longer and harder than old farts like myself.
