Playing the race card does not depend on the race of the speaker. It happens when someone, like Touré, falsely accuses Mitt Romney of trying to stir up racism:

Or when people, like Touré, claim that opposition to Susan Rice is based on her race rather than her policies and conduct, even though the people he is accusing voted for and supported two previous nominees who were black:
The Daily Beast columnist Kirsten Powers appears to have had it with MSNBC host Touré. On Friday, Powers took to her Twitter account to insist that Touré clarify his often repeated accusation that Congressional Republicans opposed to U.N. Ambassador Susan Rice replacing Sec. Hillary Clinton as the next Secretary of State are motivated by antipathy towards her race and/or gender.
On Tuesday, Powers caught wind of comments made by Touré on MSNBC’s The Cycle, where he savagely attacked Sen. John McCain (R-AZ) for his vocal opposition to Rice’s potential nomination to replace Sec. Clinton. Touré called McCain “bitter” over his 2008 loss to President Obama and said that the optics of white, Republican men attacking a black woman were terrible for his party.
[McCain] also gave us the horrible optics of he and Lindsey Graham as old, white, establishment folks wrongly and repeatedly attacking a much younger black woman moments after an election in which blacks and women went strongly blue. Looks like the GOP is already laying the foundation for losing in 2016.
Powers read the article and asked Touré where Sen. McCain’s misogyny and racial prejudice were when he confirmed the black, female former Secretary of State Dr. Condoleezza Rice.
It’s not real complicated. Now, for example, if someone claimed that opposition to Mitt Romney was motivated by anti-White racism, without any factual basis other than the opposition, that would be the race card.
But that card, if it gets played, gets played rarely.
Touré knows that. Touré is not dumb. Touré just plays dumb when it comes to the race card.

I’ve recorded and watched 3 episodes of their show now and I just don’t get it. Toure certainly can speak a lot, meaning with a lot of words. But in those three hours of viewing I did not see on moment of serious commentary nor even much coherency. What does he bring to that panel? All of the others at least can make an intelligent point even if I might disagree with some.
Q. What does he bring to that panel?
A. Because he’s black. Period.

Another victim of progressive corruption. It’s always the language which suffers most.
This observation has nothing to do with the man’s race: he needs to learn English if he’s going to make a living speaking and writing it. In short, he’s stupid on several levels.
Toure is a result of the radical left who have been working toward turning those of color into victims – i.e. the perpetual discontent and angry.
Raised in such thinking, then in universities fed this pap, this propaganda, and even studying it to receive a Ph.D.
Doesn’t matter if he can speak a proper English sentence; doesn’t matter if his words are without substantive, reality-based meaning or merit; no, all that matters is that he speaks liberal-speak – and that he is “authentically black” so his words are “validating” and “representative” of “the African American viewpoint.” Or something.
But, as we all know – it is simply race-baiting and Balkanizing. Divisive. And rAAAAAcist.
But, these perpetually-outraged-over-dogwhistle-racism types re-defined the term “racism” (back in the ’70’s, I believe) to mean “white people against ANYONE of color.”
And, with a sycophantic media promoting and ingraining this viewpoint…..this will not EVERY end. Not until the media is “fundamentally transformed” at least.
The term *racist* back in the 70’s was defined as limited to persons or groups who had power and advantage over a minority or sub-group or ethnicity. In a way a vestige of Jim Crow environment. Under those limitations, no black person could be racist because they lacked the white man’s power and influence. By the 80’s the idea of white guilt was taking hold, but the term racist was still limited to those with power to be racist….e.g., the reason whitey should feel guilt. This shift in the 80’s underwrote the Tawana Brawley allegations and Al Sharpton’s career as a race baiting talking head.
What progressives, both black and those imbued with white-guilt, is that the *power* issue has now shifted 180 degrees. Blacks have power now, a black man is President of the USA, and there is no more real guilt to impose on whitey. The meme now is as you said it, the state of perpetual discontent and anger. The idea is now to instill fear, not guilt.
For the record, as someone who lived in and participated in the civil rights movements of the 50’s and 60’s, Toure would have not survived with his diarrhea mouth …and he’d have been the black guy who moved out to white suburbia before any rioting commenced. He then would have first among whiners to call riots like that in Detroit 1967 “race riots” rather than what it really was: an economic riot. Virtually no white areas of the city were damaged, but nearly all of the black community was burned down. The real issue was economic disadvantages and there was some truth in that position. But “race” by skin color per se was so much easier for the media and the demagogues to promote…and here we are today. The ignorance of the whole “race” scientific distinction being a long ago proved wrong was intentional…it served a political purpose, at the expense of culture and civility, in order to take from some and give to others based upon color.

The actor who played Stepin Fetchit, Lincoln Theodore Monroe Andrew Perry, had more dignity than Toure.
BTW, Susan Rice said of her father “He believed segregation had constrained him from being all he could be.” Mind you that her father was a professor of Economics at Cornell and a governor of the Federal Reserve System. Rice is worth $33 million with less than 2 years of work experience in the private sector. I bet she still thinks that racism has kept her back.
But of course she does…she plans on being President after Obama is done. Therefore anyone who dares to question her is a racist…same meme as Obamessiah.
