Gabbard Reveals Declassified Records of U.S.-Funded Biolabs Abroad
The declassified slide deck focuses on Cooperative Threat Reduction (CTR)–supported labs, their pathogen holdings, and how U.S. funding related to research and biological warfare (BW) has been directed.
Back in May, then Director of National Intelligence Tulsi Gabbard launched an investigation into more than 120 biological laboratories abroad that were allegedly funded by U.S. taxpayer dollars, as part of an effort to end potentially risky experiments with viruses pursuant to President Trump’s executive order on so-called “gain-of-function” research.
Gabbard told The Post Monday in a statement that her team is going “to identify where these labs are, what pathogens they contain and what ‘research’ is being conducted to end dangerous gain-of-function research that threatens the health and wellbeing of the American people and the world.”
“The COVID-19 pandemic revealed the catastrophic global impact research on dangerous pathogens in biolabs can have,” the spy chief also said.
“Yet despite these obvious dangers, politicians, so-called health professionals, like Dr. Fauci, and entities within the Biden administration’s national security team lied to the American people about the existence of these US-funded and supported biolabs and threatened those who attempted to expose the truth.”
Shortly after, she resigned her position to care for her husband, who was diagnosed with a rare sacral chordoma.
However, on Friday, she announced the results of that investigation on social media.
“After months of searching through intelligence community holdings and files, today I’m releasing new evidence of long-standing U.S. government funding of more than 120 biolabs in over 30 countries.
Now these bio labs include labs in places like Ukraine, which could be at risk for compromise due to the ongoing Russia–Ukraine war. In fact, the Intelligence Community had previously warned that a U.S.-funded biolab in Ukraine likely housed dangerous pathogens and remained vulnerable to long-standing threats of Russian attack, seizure or damage.
Now until now, evidence regarding the full existence and funding of these laboratories had been knowingly withheld from the American people.Many of these U.S.-government funded biolabs are currently or have previously engaged in research using hazardous and highly contagious pathogens and, in some cases, included dangerous gain-of-function research with very little visibility or oversight.

The document offered by Gabbard was declassified in April 2026, analyzing “Concerns with CTR Supported Labs in Ukraine.” It focuses on Cooperative Threat Reduction (CTR)–supported labs, their pathogen holdings, and how U.S. funding related to research and biological warfare (BW) has been directed.
The slides state that there are “over 40 labs built and supported” in Ukraine under this framework. These labs are described as storing “BW pathogens from [the] Soviet era” and acting as repositories for a wide range of “especially dangerous pathogens” and other disease-causing agents.
The pathogen list explicitly includes anthrax, tularemia, tuberculosis, swine fever, Newcastle disease, MERS, SARS, Marburg, Ebola, Lassa, plague, and various rickettsial agents. The document also notes a U.S.-supported “Especially Dangerous Pathogen (EDP) Certification” and U.S.-provided training for Ukrainian scientists to work safely in bio-containment.
However, the slides do not show any evidence that the pathogens were actually part of biological weapons development.
The slides, however, leave significant gaps. They do not provide direct evidence that the facilities are engaged in offensive biological weapons development, even as they reference allegations to that effect.
The briefing is also limited in scope, with redactions and high-level summaries that do not fully detail oversight structures, the exact nature of all research being conducted, or how widespread any identified biosafety concerns might be.
Taken together, the material documents the existence of a U.S.-backed biological research infrastructure in Ukraine and outlines the risks associated with it—particularly in a wartime and information warfare context—while stopping short of substantiating more serious claims about illicit weapons activity.
“ODNI will continue to work closely with partners across the government to identify where these labs are, what pathogens they contain to end dangerous Gain-of-Function research that threatens the health and wellbeing of the American people and people around the world,” Gabbard said in a press release.
While there may not have been weapons development, gain-of-function work certainly was conducted despite the risks. Gabbard indicated that was the thrust of the concern related to this revelation, in addition to revealing to the public the breadth and scope of the disinformation campaign denying the existence of these facilities.
So this release today breaks new ground as the information surrounding the existence, history, locations, and funding of these U.S.-funded biolabs has been intentionally covered up by very powerful people who falsely claimed that these biolabs didn’t exist.
Now they accuse anyone who says otherwise to be foreign assets and traitors to America.
Now ODNI and I will continue working closely with partners across the U.S. government to identify exactly where these labs are and what pathogens they contain, to end dangerous gain-of-function research that threatens the health and well-being of the American people and people around the world.”

Even absent evidence of weapons programs, the presence of dangerous pathogens and controversial research practices highlights the need for stringent oversight, clear accountability, and international standards that prioritize biosafety above all else.
After the profound societal, economic, and human toll of from the laboratory-generated “novel coronavirus”, the hope is that lessons learned will drive more responsible governance of high-risk biological research so that the world never again faces a pandemic disaster caused by preventable lapses in judgment or control by so-called “experts”.

The only reason I can think of to fund biolabs overseas is to do research that is banned in our country. Just stop funding them.
I do not disagree. However, what happens to the contents of the labs when funds dry up? You know that money will be stuffed in pockets. How do the contents safely get removed/eliminated? Worst case: they just open the doors & walk away. No Bueno. There needs.to be a plan.
There was ‘a plan’ but it wasn’t followed as advertised. Very oversimplified following the collapse of the Soviet Union/Warsaw Pact the USA realized exactly the same concerns you raised. To prevent the ‘stuff’ walking out the door and/or Soviet scientists suddenly unemployed from selling their expertise to the highest bidder the Intel community got Congress to agree to make payments to shut down these sites, destroy the ‘stuff’ and employed the former Soviet scientists to do so.
Unfortunately the plan wasn’t adhered to as sold and here we are 35 years ish past the Soviet collapse with many of the same biolabs still operating, still containing all sorts of dangerous ‘stuff’ and US taxpayers still sending $ to operate them when they should have been destroyed decades ago.

The US has agreed to not develop bio weapons,
The work around is bio Weopon defense, which is allowed. So take an existing virus, pathogen, etc. use gain of function other methods to make it deadlier. And then work on developing a defense such as a vaccine.

In reality they are the same thing.
.Gain of function takes a virus and manipulates it until it becomes something more dangerous. The new more deadly mutations don’t accurately reflect how a virus might mutate in the wild. These new deadly viruses by their very existence become weapons.
At least four of the labs on the slide are in Russian controlled/annexed territory; Crimea, Donetsk, Luhansk and Kherson.
Crimea and Donetsk captured and annexed in 2014, the others piecemeal since 2022.
They’ve been fighting near Kharkiv for years.
One resident claims Odessa has been attacked “day after day.”
So, there won’t be any follow up inspections or tours or oversight hearings or review committee meetings.
I remember when the US used to create secret biolabs in this country. Like the tick-borne disease lab on Plumb Island, just outside of Lyme CT.

According to news reports, he has a sacral chordoma, a rare bone sarcoma. He underwent a 7 hour surgery a few days ago, details not reported but likely a major resection of the sacrum and surrounding tissue. Major potential for post-operative morbidity and tumor recurrence is common. 50% 5 year survival. I can understand why she resigned inorder to support her husband.

The US needs to demand that all gain of function research be disclosed worldwide. That all labs performing it be subject to inspections by personnel from the members of the UN Security Council permanent members only. Any country refusing is quarantined until further notice.
No one out, no one in. Anyone found hiding said research is quarantined for 1 year and proof of the labs destruction and all pathogens are witnessed to be destroyed.
China is a permanent member of the Security Council as is Russia. TBH given what’s going on in the UK and FR (both permanent members) I ain’t sure I want any of the four of them poking around in US labs.
