Chad Pergram of FOX News recently revealed that he received an email from a trustworthy source advising him to learn about the process of confirming a new vice president.
This is fueling speculation that either the Biden administration is going to replace Kamala Harris, or that a new VP will have to be chosen if Biden steps down and Kamala takes his place.
This topic was discussed on ‘The Five’ yesterday. Charles Creitz reports at FOX News:

The panel on “The Five” on Tuesday discussed the possibility that the relationship between Joe Biden and Kamala Harris could get to the point that the vice president could be replaced, either in the middle of the president’s term or on his presumptive reelection ticket in 2024.
Host Dana Perino noted there is indeed a process for confirming a new vice president in the middle of a term, and it is not entirely unprecedented, though highly unusual and rare.
Nearly a dozen presidents have gone all or some of their tenure without a vice president or have gotten a new vice president mid-term…
Later, Perino pointed to reporting from Fox News chief congressional correspondent Chad Pergram, who appeared on “Special Report” anchor Bret Baier’s “All-Star Panel Podcast” on Fox News Radio.
“Chad Pergram said they’re preparing something in Congress that they have not done in many, many years – It’s about the process by which you go about confirming a new vice president,” she said…
On the podcast, Pergram said he received an email from a source who wrote that the reporter should “start to familiarize yourself with the confirmation process not just in the Senate, but in the House, for a vice president.”

Harris can’t be ‘replaced.’ She’s a constitutional office holder who, unlike Cabinet Secretaries, does NOT serve at the pleasure of the president. The only way to remove her from office prior to the end of her term is through the Impeachment process. That’s it.
My guess is if any of these rumors about a pending confirmation fight in both House & Senate are true, someone – possibly Harris herself – is beginning to spread 25A rumors about Biden. This could be Harris’ shot across the bow of Biden (and Dr. Jill).

His elected Vice President, Spiro Agnew, faced impeachment and chose to resign. Gerald Ford was appointed and confirmed by Congress and later when Nixon resigned, he became President.
Ford nominated/appointed Nelson Rockefeller and he was also confirmed to become Vice-President.

Okay, further down in the comments is discussion of removing hiden via the 25th Amendment; not an insurmountable challenge.
Coaxing knees harris to resign is not too difficult to imagine. I doubt either knees or doug have any desire to standalone and fight.
So continuing my muse – Nancy becomes VP because demonrats and rinos both win; hidden is removed via the 25th; Nancy becomes Prez for a short period; and Hochul (who cannot win election as NYS Governor) is appointed VP. … Or some other proven “useful idiot” as appointed VP.

Sure, it can absolutely happen. But, Biden can’t make it happen, as was implied by the Fox report (and some others). If Harris doesn’t want to leave, she’s staying unless she’s Impeached. A criminal indictment and certain Impeachment was, of course, the impetus for Agnew’s resignation.
Interestingly, the other guy who resigned – Calhoun – was jilted by his own party when he was passed over for nomination in favor of Van Buren to run with Jackson at the top of the ticket. Calhoun just elected not to finish the remaining month or two on his term. Van Buren then became the junior Senator from South Carolina.
Because we no longer elect Senators in the same manner, I’m not sure what they can offer Harris to entice to leave of her own volition. Maybe they can talk Breyer into retirement and make her a Justice.

Then Biden leaves office due to a health issue or, knowing Hillary, perhaps an acute health issue. This sets up an unelected person as president to run for two more terms. That could be unwilling; e.g., “Say, Kamala, we found certain, um, interesting videos of you from your past. Be a shame if these came out while you were VP, ya know?”
Or it could be willing; e.g., “Say Kamala, how’d you like to be on the Supreme Court? We could arrange it.”
And yes, it could be Harris trying to grease the skids under Biden’s departure, but it’s not in her interest to pull that right now. There’s every possibility that the old coot already has one foot on a banana peel. All she has to do is wait and take the oath of office. Trying to get Bumblin’ Joe out know risks the wrath of President-de-facto Klain (“nice work if you can get it”) and Dr. Jill. And those two play for keeps.

Harris can not be fired. She only leaves the VP spot if she replaces the current POTUS, she dies, she resigns, or she is impeached AND convicted. She will be VP until 2024 otherwise.
Now what Biden could do is push Harris out of the White House and tell her to go sit in the VP house unless she’s needed. It’s only recently that Vice-Presidents are huge parts of the administration. Truman famously didn’t even know about the atomic bomb until after he became President when FDR died, Pushing Harris out like that though could end up with her going rogue out of spite. She surly has a lot of dirt on the Democrats.

If Biden is 25A’d Harris would only become acting president, so she wouldn’t get to nominate a VP of her own. So that can’t be it.
Depends on what you mean by 25A’d. The VP is *Acting* President only during the period that the President’s powers are suspended, either voluntarily or involuntarily. If the suspension is involuntary, Biden can at any time, and without limit on the number of times, petition Congress to be reinstated. In order to keep Harris as Acting President, Congress has to assemble within 48 hours and then vote to keep Harris as Acting President within 21 days. President Kla.. I mean Biden could tie Congress up in knots dealing with his petitions. The Dem PTB might initially eject him using the 25th but they are definitely going to want him to resign fairly quickly after that.
I’m starting to lean towards the idea that CNN hit piece on Harris was a ham-fisted haymaker of a last ditch effort by President Klain and Shadow President DOCTOR Jill to keep their meat puppet in the Oval Office. That pair just ain’t as smart or skilled as they think they are (Klain’s tweet about the vaccine mandate that got cited by the 5th Circuit being an example). Given the recent polling the Dems have to be in a panic about the midterms. They are looking at losses in the House that could make 1994 and 2010 look like flesh wounds (triple digits, maybe?), and there’s no way that Biden has enough juice to even mitigate the damage the way Trump did in 2018. I never thought it made sense to eject Biden early in his term the way some people did but after VA and NJ the Dems need a President capable of being upright for more than 2 or 3 hours. That’s a low bar but Harris clears it.
I certainly could be wrong but as a number of people commented I just don’t see the race and gender obsessed party ejecting a non-white woman from high office. Cutting and running would likely kill Harris’s political ambitions. Swapping Harris out might bring in somebody popular enough to keep the 2022 losses to a minimum but I don’t think anybody would do it without an iron=clad guarantee that Biden would not run in 2024.
You’re right. This could be Jill and Klain trying to undermine Harris in case she’s getting delusions of grandeur. There’s CLEARLY tensions there and we have no idea what Harris has already said (on 25A) that gives them cause for concern. We do know what has been publicly reported – essentially calling Biden racist for supporting Buttigeig – is bad, very, very bad. If someone is going to use a cutout to call their boss a racist, that someone is probably also thinking deeply about ways to get rid of that boss.

If he were inclined to resign they wouldn’t need the 25A. The 25A is designed for a case where the president is unable to resign, because he’s in a coma or a padded room, and Congress doesn’t want to subject him to the indignity of impeachment.
Any new VP would need 51 votes to confirm in the Senate, and a majority in the House. I don’t think the Republican’s would be willing to approve any prospective VP nominee who would be capable of running in 2024 (regardless of who is making the nomination).

You’re potentially correct. The language of 25A is more than a bit murky when it comes to defining exactly what an ‘acting’ president can do even if the transfer of power was sustained by a Two-Thirds vote of both houses of Congress. While 25A has been employed before on both a temporary and permanent basis, obviously, it has never been tried permanently with a president who was still alive and not willing to leave on his own accord….like a guy in cognitive decline might not want to.
To describe that situation as a constitutional crisis is probably an understatement. The Supreme Court would likely have to decide if an ‘acting’ president, sustained by two-third vote of Congress would be allowed to nominate an ‘acting’ VP that could then be confirmed by Congress.

It’s not murky at all. The 25A cannot remove a president; it can only suspend him. The VP remains VP while acting as president, no matter how long that suspension lasts. Therefore if there is to be a confirmation process involving the House it cannot be because of the 25A.
OK. But, let’s say there is no VP – maybe it’s a terror attack or something, 9/11-esque – and the president becomes incapacitated and the Speaker of the House becomes ‘Acting’ President. Can the Speaker continue to exercise the powers of Speakership AND the powers of the presidency? Probably not, but who knows. The commenter above believes the VP can be Acting President and VP, still breaking ties in the Senate.
That’s why I say it’s a bit murky; the murky part is that it’s never really been fleshed out exactly where the limits of the acting president are, if there are any limits at all.

He was Senator from South Carolina and then became JQ Adams’ VP and VP again under Jackson. He was passed over for Jackson’s reelection (replaced by Van Burun). The South Carolina legislature then selected Calhoun to return as US Senator from South Carolina.
Things were weird back then. After JQ Adams left the White House, he returned to the House. Still, it’s all just interesting historical trivia. She’s not going back to the Senate. Then again, what’s that dingbat going to do for a living once she’s off the Uncle Sugar gravy train?

Spiro Agnew resigned after he was convicted of crimes from before he became VP. (This was quite convenient for the Democrats who wanted to impeach Nixon, but considered Agnew far worse than Nixon – but his conviction seemed well-deserved. If you’re going to pick a terrible VP as as protection against impeachment, you need an utter scumbag who took care to stay legal…)

The only way she leaves is if she wants to. There is a Democrat senate so there will be no impeachment of her, the Democrats don’t want to lose their 51-50 vote advantage, and if she and Biden hate one another they are both ideologues who will be putting their ego aside in order to advance their ideology.
If they hate each other that much the earliest Kamala will be leaving of her own free will would be after the 2022 elections when she is no longer the tie vote in the senate (hopefully because we retake it).

Harris was a ridiculously unpopular nominee candidate, but she’s who the leftists would have picked for president if not for those foolish voters. So, make sleepy Joe the candidate with Harris the VP, have Joe hide his dementia during the campaign via “lid days”, have him hide it during the the presidency by not letting him talk to anyone or give speeches, and let Harris run things from the shadows.
The leftists were counting on the media to just keep covering for the fact that Joe doesn’t do anything presidential, and maybe that he could have a few good days here and there for a few years, and he retires in ’24 and Harris runs as the candidate. That was their plan.

As I noted above, I think you’re right about any possible timetable being moved up due to the current polls, McAuliffe losing in VA, and the near loss in NJ. They need a President who can get on the campaign trail. Harris might not be cutting it as VP but who do they have that would be more popular, and isn’t already in office?

If the Dems stick with them in 2024, it’s not the first time they picked an obvious loser due to intra-party politics. Remember Adlai Stevenson? Nominated and lost heavily twice in a row, because the popular candidate (Kefauver) offended party bosses.
My prediction was that Biden would resign or be declared unable to perform his duties around the end of his first year in office. I suspect that’s what’s about to happen, which means we’ll need a new VP.

Agree. She’s not going anywhere involuntarily, and I don’t think anybody has enough on her to force her to resign. There’s a slim possibility that she just might want to get off the sinking ship but that’s not a good look, either.
The other way to read that CNN piece is that Harris is being sandbagged by the Biden junta, and might bring people to her defense.
Over the last 50 – 60 years, I’ve seen dozens of polls showing that most Americans don’t know who the VP of the US even is. And can’t find their own state on a map. (Admittedly, mostly in the 20th century.) So I’m curious about the significance of her low poll numbers.
Step 1: Remove Harris
Step 2: Replace Harris (no, it won’t be Pelosi or Feinstein)
Step 3: 25A, get him to resign or impeach Biden

Biden has nothing to do with this. If there is one thing that everyone in the world is in agreement with, it is that this administration is a global catastrophe and MUST go. Maybe the shadow government fears their own peril as the Durham investigation proceeds and masks drop exposing Obama and others as well. The puppets are malfunctioning.
Step 1: Supreme Court Justice resigns
Step 2: Appoint Harris to Supreme Court
Step 3: Appoint new Vice President
That’s the only way. They can’t force out a BIPOC! That wouldn’t be very woke.
Don’t get caught up with how, Harris has made nothing but enemies on her path to the White House. It’s over for her and her team doesn’t care about the Constitution. And the other side is not going to lift a finger to stop it. Everyone is better off with her gone.

Harris can not just simply be replaced midterm. She has to resign, or be impeached and convicted. The two instances of replacing a vice-president involved resignations. Agnew resigned because of charges against him for tax evasion, and of course after Nixon resigned Ford needed a VP.
I would think it would be impossible for her to continue as VP if the Democrats REALLY didnt want her in that position and there really wouldnt be anything she could do about it.
They give her the opportunity to resign with dignity and a few nice words for China 10% Joe and a few nice fawning articles about breaking the white ceiling on Madcows show watched by 3 people…and then get someone else in.
It would be in the Democrats best interests to have this change happen quickly and seemlessly. I mean can you imagine the damage a protracted, heated VP change would have on Democrats!?! It would be delicious!

Kamala was a hard-ass prosecutor, and it strikes me that she would be a total bitch-on-wheels if she gets double-crossed and wanted to stand and fight. Just imagine the worst no-holds-barred balls-out divorce from hell, and that’s probably a better model for what would happen if it came to that. I remember Spiro Agnew. He was a clueless idiot who was easy to set up on trumped up charges. She won’t go down so easy. The will need to offer her something of great significance in order for her to resign amicably and not wreak havoc.
The charges against Agnew weren’t trumped up. He really did take bribes.
Agnew really did take bribes – but were there any politicians in New Jersey that hadn’t? His crimes were 5 or more years old when he went on trial. He wasn’t indicted until the Democrats saw a possibility of impeaching Nixon, but weren’t (yet) irresponsible enough to consider this if Agnew would replace Nixon.
OTOH, how irresponsible was Nixon to have nominated Agnew as his VP?
