Chicago Man Sentenced for Scheme Using Fake Robberies to Help Others Obtain Immigration Visas

The scheme involved staged robberies at businesses across multiple states, with participants paying up to $30,000 to pose as crime victims and fraudulently qualify for U-visas.

A suburban Chicago man received two years in prison for staging robberies to help people fraudulently apply for immigration visas.

Most of those who “benefited” from the robberies were from Latin America and South America.

“Defendant was the main organizer and at the center of almost every single one of the hundreds of staged robberies that were perpetrated,” Assistant U.S. Attorney Saqib Mohammad Hussain argued in the government’s sentencing memorandum. “Defendant significantly corrupted the federal U Visa program, designed to provide a benefit to a particularly vulnerable group—foreign nationals who are victims of serious crimes while visiting the United States.”

Five other people were also convicted.

A 2023 “robbery” in Chicago exposed a massive nationwide U.S. immigration scheme.

Yes, a robbery.

Between 2022 and 2024, Parth Nayi, 29, “organized and participated” in these robberies. From CWB Chicago:

Nayi recruited people to pose as robbery victims, paid store owners to use their businesses, coordinated and paid the people acting as robbers, and coached the purported victims through the scheme. Participants paid him between $5,000 and $30,000 each for the privilege of being “robbed,” hoping to obtain U-visas, which are available to eligible victims of certain crimes who assist law enforcement. Upon making payment, the “victims” were told to be at a certain business at a certain date and time, officials said. The “robbery crew” arrived shortly thereafter.

The purported victims then sought certification from local law enforcement agencies confirming that they had been victims of qualifying crimes and had helped with investigations. After obtaining the certifications, the purported victims submitted fraudulent U-visa applications to U.S. Citizenship and Immigration Services, prosecutors said.

It all went downhill in July 2023 at Bucktown Food & Liquor when a member of the “robbery crew” accidentally fired the gun and critically injured the 26-year-old employee.

Here’s how the scheme works:

After the robberies, the “victims” went to their local police departments to secure documentation that they were the victims of a crime that qualified them to apply for a “U-visa.” That’s an immigration status reserved for victims of certain crimes who have suffered mental or physical abuse and are helpful to law enforcement or government officials in an investigation or prosecution. Some relatives of U-visa recipients also qualify for special status and, in time, U-visa recipients may qualify for permanent residency.

“Chicago man”

I confess I am a little puzzled. Why should being robbed be a plus in getting a visa?

Honestly this seems as strange as importing ?70,000? Somalians into Minnesota.

How does any of this benefit the nation?

Agreed it seems ripe for abuse. Presumably the logic is that illegal aliens won’t normally be cooperative with police due to fear of deportation and this U visa program provides an incentive to cooperate as a witness. Seems redundant for any sanctuary jurisdiction and simple discretion by DoJ would probably cover it anyway, especially if sob stories in media about deporting a material witness illegal alien began appearing.

It benefits the nation by helping to prevent crime. Previously criminals who knew that someone was here illegally could commit almost any crime against them, safe in the knowledge that they would not go to the police and would not testify against them, for fear of coming to ICE”s attention and being deported. Police trying to investigate such crimes would run into a wall of silence, with everyone afraid to talk to them.

Of course there have been many abuses. This story is about one kind. But it’s also been abused by the government. I know of at least one case where illegal immigrants were induced to testify falsely against their employer by the promise of a visa for doing so. “Just say that the employer knew the papers you showed him were false, and we’ll give you real papers.”

There have also been cases of women making false rape accusations in order to qualify for visas.

Something like this program is genuinely needed, but the implementation was poorly thought through.

Why does this visa even exist in the first place?

Because stupid leftist women decided that they had to ‘protect’ criminal illegals from the police, so if you were a crime victim it meant you got to stay.

And anybody with a quarter of a functioning brain predicted how this was going to end up.

That’s not true. The purpose was so that victims of actual crimes, or witnesses to actual crimes, could feel safe going to the police and cooperating with the prosecution, without fear that this would get them deported.

There is a lot of creativity, albeit misdirected, going on. No wonder when Trump came into his 2nd term, crime went down.
