Palestinian Islamic terrorist group Hamas had planned coordinated terror attacks on the anniversary of the October 7 massacre. “Two years after October 7, Hamas wanted to repeat the terror in Berlin and Vienna,” German newspaper Die Welt reported exclusively.
The wave of attacks, planned for the second anniversary of the massacre in 2025, was reportedly foiled by Germany’s domestic intelligence agency, Der Verfassungsschutz. “A 214-page indictment from the Federal Public Prosecutor General, exclusively obtained by WELT, reveals: The Palestinian terrorist organization planned attacks in Berlin and Vienna. However, the Office for the Protection of the Constitution (Verfassungsschutz) had an informant inside the terror cell,” the newspaper disclosed.
The Hamas terrorists had selected various targets, ranging from Israeli diplomats to local Jewish communities. According to German weekly Der Stern, “The suspects planned simultaneous or closely successive attacks on Israeli diplomats, Jewish community centers, and pro-Israeli demonstrations—on the second anniversary of the Hamas massacre in Israel on October 7, 2023.”
“For this purpose, one of the suspects recorded a video claiming responsibility in front of a Hamas flag in Vienna on August 7, 2025, in which he announced revenge on behalf of the [Hamas’s] Qassam Brigades,” the magazine added.
The revelation shows Hamas’s growing terrorist presence in Europe. “The indictment portrays the plot as part of a broader shift in Hamas’ operations in Europe. Intelligence assessments cited in the filing say plans existed even before the Oct. 7, 2023 attack to establish and train operational cells on the continent, using Turkey as a base and directing attacks remotely from abroad,” Politico noted. “The prosecutors alleged the weapons operation was also coordinated from Lebanon, where a Hamas operative allegedly oversaw one of the procurement channels linking members of the network across Europe.”
For over 10 years, the Legal Insurrection has been reporting on how Hamas and Hezbollah terrorist groups have been widening their base of operations across Germany and Europe. This year’s annual report of Germany’s Verfassungsschutz intelligence agency once again highlights the extent of the problem.
The 460-page report finds that the German capital Berlin has become a bastion of pro-Hamas activity. “Pro-Palestinian initiatives were found primarily in Berlin, in some of which actors close to HAMAS were also involved,” it said.
This ‘pro-Palestinian’ activism is no longer confined to campus or street protests in Germany; it has crossed over its natural habitat of Islamic terrorism, the report suggests:
“However, several suspected HAMAS members were also arrested in Berlin in 2025, accused of procuring weapons intended for attacks on Jewish and Israeli institutions in Germany and Europe. This shows that HAMAS, or at least individuals close to it, are attempting to clandestinely build logistical structures for weapons procurement and attack planning in Germany as well.” [Page 63]
The same report notes that eight decades after the Holocaust “Islamists [stand] united against Israel and Jews” in Germany. These jihad-supporters make no secret that age-old Jew-hatred drives their hatred of Israel. “For Islamist groups, the State of Israel represents an established and popular focus of animosity, with little to no distinction being made between the State of Israel and Jewish people,” the document explains.
The open-door immigration policy has effectively made Germany a sanctuary for Islamic terrorists of every stripe. The intelligence agency warns that the country is now home to 1,250 operatives of Hezbollah and 650 of Hamas. [Pages 264-266]
