Netanyahu Rejects 15-Point Gaza Plan, Says No Withdrawal Until Hamas Disarms 

Prime Minister Benjamin Netanyahu has rejected the 15-point plan for Gaza put forward by the Board of Peace, declaring that the Israeli military will not withdraw until the Islamic terrorist group Hamas is fully disarmed.

“Israel rejects the 15-point document,” the prime minister told the Israeli cabinet on Sunday.  The military “will not carry out any withdrawal until Hamas is genuinely disarmed and will continue to thwart threats against our forces and our citizens,” he vowed.

To ensure lasting peace, Hamas and other Gaza-based terrorist groups will have to hand over all weapons, Netanyahu said. “The existence of our precious country, the country of all of us, the existence of Israel, is non-negotiable,” he assured. “I mean the heavy weapons, the less heavy weapons, all the weapons. And we are talking about real disarmament, not fictitious disarmament.”

Israel was not rejecting all suggestions made by the board. “We are talking to the Americans about this issue. They have ideas, some of which are acceptable to us and some of which are unacceptable to us, and we know how to stand up to these things,” he added.

Israeli Prime Minister Netanyahu declared Sunday that Israel has rejected a 15-point document discussed in negotiations over Gaza, insisting that the Israel Defense Forces (IDF) will not withdraw as long as Hamas remains armed.

Opening the Cabinet meeting, Netanyahu said Israel would continue military operations until Hamas is “truly disarmed” and any threat to Israeli soldiers and civilians has been eliminated.

“Israel rejects the 15-point document. The IDF will not withdraw until Hamas is truly disarmed and will continue to eliminate any threat against our soldiers and our citizens,” he said. (…)

The prime minister praised US President Trump as “Israel’s greatest friend in the White House,” while reiterating that Israel would not accept a nuclear-armed Iran.

“With or without an agreement, as long as I am Prime Minister, Iran will not have nuclear weapons,” Netanyahu said. “The existence of Israel is not negotiable.”

Under the 2025 ceasefire plan, the Israeli military withdrew to the “Yellow Line,” holding 53% of the terrorist-infested enclave. According to recent news reports, Hamas has refused to hand over “heavy weaponry” until Israel completely withdraws and halts counter-terrorism operations — a demand that will give the terrorist group unrestricted freedom of operation across Gaza.

In late 2025, President Donald Trump established the Board of Peace (BoP). Comprising 27 member states, the organization recently launched a 15-point roadmap for Gaza.

Netanyahu is correct in viewing the proposed Hamas disarmament as “fictitious.”

The BoP roadmap calls for the setting up of a “Palestinian National Committee,” run by “independent” experts who will “oversee” the demilitarization of the terrorist infested enclave. “A process shall begin to inventory and store heavy weapons, military production sites, weapons depots, and tunnels,” the Gaza roadmap says.

While the proposal seeks a “phased Israeli withdrawal,” it states that “no weapons shall be transferred or handed over to Israel or to any non-Palestinian party.” Given the October 7 massacre and the history of Palestinian terrorism, Israel understandably rejects any agreement that does not verifiably disarm Hamas and other terrorist groups.
