Harvard’s Legal Expenses Surpassed $126 Million in Fiscal Year 2025 Amid Clashes With Trump

Harvard legal bill tops $126M amid fights with Trump administration

Harvard University’s legal expenses surpassed $126 million in fiscal year 2025, reaching a record level as the institution continued fighting the Trump administration in court over federal funding, immigration policies, and other disputes.

The figure marks a sharp increase from previous years, as reported by The Harvard Crimson. The university spent roughly $20 million in legal expenses during fiscal year 2022, $19.5 million in 2023, and approximately $80 million in 2024.

The increase comes as Harvard and the Trump administration continue battling over several major policy disputes.

Campus Reform previously reported that Harvard spent nearly $1 million lobbying federal officials on immigration-related policies last year. Harvard also covered multiple legal disputes involving allegations that the university failed to adequately address anti-Semitism on campus.

One of the largest disputes involved federal research funding. Harvard rejected conditions imposed by the Trump administration as requirements for continued federal funding.

In response, the administration froze nearly $2.2 billion in federal research funding tied to the university in April 2025.

U.S. District Judge Allison D. Burroughs later blocked the funding freeze in September. Although portions of Harvard’s research funding were later restored, the administration appealed the ruling in December.

The university also fought the administration over international student enrollment policies.

In May 2025, the Trump administration revoked Harvard’s authorization to enroll international students. Harvard responded by filing a lawsuit, and a federal judge later blocked enforcement of the policy while litigation continued.

The Department of Justice has also pursued multiple civil rights-related investigations involving Harvard.

In February, the DOJ sued the university seeking access to student admissions records to determine whether Harvard complied with federal race-neutral admissions standards. The two sides have not reached an agreement.
