The man shot by federal agents this morning has died, Minneapolis Police Chief Brian O’Hara told the Minnesota Star Tribune.
Several witnesses have already been transported to the Whipple building. ICE attempted to order local police from the scene, but O’Hara refused, sources said.
O’Hara instructed his officers to preserve the scene. The BCA was enroute to the scene.
As news of the shooting spread, chaos erupted near the scene of the shooting, with protesters gathering in the area, chanting, and confronting law enforcement. Tear gas was deployed as authorities worked to disperse the crowd and secure the scene.

That said, don’t struggle with law enforcement while you are armed… bad things tend to happen.

We obviously don’t have a great view of what transpired from the video taken from the building, but it “appeared” the guy was laid out on his back and was not moving when the agent pumped five more rounds into him.
Believe me, I am not shedding any tears for this guy, I was just hoping it was a cut and dry clean shoot, and it may very well still be, but the optics of that first video aren’t great.
The quality of the video I’ve been able to see hasn’t been the best, but from the sounds, it appears that 7-8 shots were made. With five of them coming after the subject did not appear to be moving. 48 hour rule applies, so we should all be open to more facts.
Subject is clearly resisting arrest, and the group of agents appeared to have trouble getting him into custody. We don’t know what led up to the video sequence, or why this person was being arrested.
The first couple of shots have the quick appearance of a “good shoot” — agents lost control of the subject. He could have been reaching for his weapon, or even, the agents saw the weapon in reach (of a resisting subject).
The last group of shots may have a bigger question, but they are also in rapid succession, with a very short period of time from the initial shots. Also aware of phycology of how fast the brain works in the moment, and the number of videos of other officer involved shootings where they fire a lot.

Also, after watching it a couple more times, It may have been two officers firing those last five shots… it’s hard to tell, but there was an officer right next to the one who definitely shot that also has his gun drawn.
Hang on, the firearm doesn’t need to be in his hand to justify LEO firing shots. If he was reaching for or even making movements that could be reasonably interpreted by the LEO within the totality of circumstances then it was a ‘good shoot’. A key element of the circumstances is the active physical resistance and discovery of a firearm on his person who’s to say he didn’t have a second or third firearm, a fixed blade knife? Clearly this individual was determined not to be detained in a non confrontational, non aggressive manner. The presence of at least one firearm on his person while he chose to violently resist efforts of detention/arrest indicates he was not willing to peacefully submit.
