“Where Are the Children?” Minnesota Daycare Fraud Caught on Video

99 children paid $1.9 million this year in CCAP funding. Where are the children? Were they kidnapped? Did they run away? This is the State of Minnesota.

Minnesota’s fraud problem is no longer theoretical or buried in audit reports. It is happening openly, in real buildings, during normal business hours, with millions of taxpayer dollars flowing to providers that appear unwilling or unable to explain what they actually do.

Recent video investigations by YouTuber Nick Shirley show what happens when someone simply shows up and asks basic questions.

The first video takes place inside a Minneapolis building packed with healthcare providers operating out of the same address. The setup is straightforward: ask for services, ask for rates, ask who is actually operating inside the building.

What follows is the full transcript.

Here is a list of all of the healthcare companies, loads of them, right here. We want healthcare.

Yes, we’d like to speak about getting healthcare here. Why can’t I get healthcare here? Warning: you are under video surveillance. No trespassing. Security. Armed.

This is the strangest place I’ve ever been to get healthcare. Just a bunch of different places. Healthcare here. Healthcare right here. Another healthcare company right here.

There are three healthcare companies inside of this building right here, in this room.

Now we have another: Helping Hands Home Care LLC. Another healthcare company. Present Help right here.

We’re looking for the best rates of healthcare here inside this building, because we have so many options. Who can we talk to about getting the best healthcare rates?

No? Alright.

Literally healthcare every door you go to, yet nobody will give you a rate.

David, this is one of the stranger places I’ve ever been.

How much money do you think has been funneled through this building every year? I would say 50 to 60 million dollars at least.

And finally, we were accepted into one of the daycare centers, and they actually took down information to give us a rate.

However, when we left, we were then met with the police.

“I received a complaint that mentioned your description. You’re in this building harassing the individuals who sit here.”

Oh, we’re just checking rates. There are 14 healthcare companies inside this building.

“So there are 14 companies here, and you’re trying to assume because there’s Somali providers with some kind of propaganda—”

No, we’re just checking rates. This is an area that we’re allowed to enforce trespassing ordinances.

“Is there any other reason you guys are here?”

We were checking rates. We asked for rates.

“This is private property, and Minneapolis Police are allowed to enforce trespassing ordinances at this address.”

We were escorted out of the building.

As we were escorted out, the individuals inside filmed us.

We then headed to the next building that had 22 of the same home healthcare providers operating inside.

If the healthcare building raised questions, the daycare visit raises alarms.

The second video shows Nick Shirley outside the so-called “Quality Learning Center,” a daycare licensed for dozens of children and funded with millions in taxpayer dollars. During the interaction, a protester on site repeatedly attempts to shut down questioning by invoking immigration enforcement.

This daycare center. We headed over to the infamous Quality Learning Center, which actually spells “Quality Learing Center” on the outside of the sign.

That’s how blatant this fraud is here.

“Don’t open.”

What do you think about the fraud that’s taking place here in Minnesota?

[A protester shouts:] “We have ICE.”

Ma’am, what do you think about this place being licensed for 99 children and getting over $4 million in the last two years?

Are you in favor of that?

We’re not welcome here.

Are you in favor of $1.9 million going illegally and fraudulently to this business?

You do realize that there are supposed to be 99 children right here at this building, but there’s no one here.

This is a child daycare center.

The final video broadens the scope even further. Using Minnesota’s own public records, Nick Shirley confronts yet another daycare listed as receiving millions in taxpayer funding.

Again, the question is simple.

Children here in your child care? Which Minnesota child care right here?

It’s from the State of Minnesota’s website.

We’re just wondering where the children are.

Yeah, where are the children?

It says you have 102 children here, and you got $2.66 million this year in funding, and $2.5 million last year.

We’re just wondering where the kids are.

My name is Nick Shirley.

Oh, we are from ourselves.

Yeah, hello.

We’d like to ask, where’s the money going?

Look at that. Shut us down.

Where are the children at? No children inside of this daycare center.

And look at this daycare center right here.

No children inside of this daycare center.

But between those buildings, over $2.6 million.

We’re trying.

None of this is hidden. The buildings exist. The licenses exist. The funding exists. Minnesota’s own website lists the numbers in black and white. What does not appear to exist are children, patients, or functioning operations consistent with the money being spent. When basic questions are met with police escorts, shouted accusations, or immediate shutdowns, the conclusion becomes unavoidable. At this point, Minnesota’s fraud problem is not about detection. It is about tolerance, and how long state leaders believe taxpayers will accept being told not to notice what is right in front of them.

        How are the cops “corrupt” in this situation?

        The police were called to the building to issue a legal trespass. The police followed the law and did just that.

        Nick Shirley and his group did and continue to do yeoman’s work on this, but the cop on the beat – the average cop on the streets – is not going to handle any fraud accusations.

        Go down to the Police Station and talk to a detective. Better yet, go have a sit down with the District or State’s Attorney’s offices.

        That’s where things can get done. (Hopefully.)

          So you think every person in the State Attorney’s Office is corrupt? You think that every local detective is corrupt?

          Much of what is coming out of Minnesota is coming from whistleblowers. Are they corrupt too?

          Prosecutors in Minnesota have gotten convictions of fraud in cases and promise more cases to come. So are the prosecutors who got the convictions corrupt as well?

          One wonders if all of the Minneapolis cops that cared left after they were no longer supported by city leaders. Those that remain either can’t leave financially, or are in support of what their city leaders are doing. In either case, enforcement of the law is not a high priority with those that are still on the beat.

      The police weren’t backing the fraud.

      The police were called because the group was in a private building from which the group could be trespassed.

      That’s what the police correctly did.

          First of all, the building is not receiving any money.

          Second, it doesn’t matter how much money the tenants are receiving, or what crimes you suspect them of, it’s still private property and if the owner tells you to leave you have no right to remain; if you refuse to leave you are trespassing, and the owner has the right to remove you by force, or to have the police do so for him. It’s literally the police’s legal duty to remove you; if you were the cop, what would you do? Deliberately allow a trespasser to remain on the premises?!

          No one is supporting the (alleged) fraud.

          But what you are missing is that the building is a private property. The tenants have the legal right to have people removed for any reason.

          Your reasoning is inconsistent at best. You want to blame the cops for being corrupt because they followed the black and white law on trespassing.

          That’s you supporting corrupt cops who don’t follow the laws.

      Daycare centers are legally required to undergo regular health and safety inspections to ensure a safe environment. Surely someone would’ve noticed there were no children there. If it was a fast food joint being health checked it would’ve been noted if there was no food on the premises.

And Democrats carelessly put forth Walz to be a heartbeat away from president and now expect others to believe them about much of anything or to heed what they say? Ironic how they still pretend to be the smart ones as they drown in arrogance.

        Some or all the money comes from Minnesota either through local taxpayers or Federal money passed through to Minnesota. That makes it a state issue. The various state agencies involved should have been checking on the various recipients of the state grants to them to determine if the money was being used in the manner it was intended. Once Federal prosecutors got a wiff of the corruption going on, Keith Ellison, the state’s AG, should have started investigating on his own and reported back to the Waltz; failing that Waltz himself should have gotten on Ellison’s tail to conduct the needed investigation, and Waltz should have pressured the various state agencies involved to find how state money was being. Instead, the state’s office holders did nothing.

        There are literally hundreds of state employee whistleblowers who allegedly complained to Tampon Tim about fraud, and instead of investigating the potential fraud, he proceeded he retaliated against them for raising the issue. This has been widely reported.

        Minnesota’s Department of Human Services staff blame Walz

        On Saturday, an X account purportedly run by anonymous staff at Minnesota’s Department of Human Services said, “Tim Walz is 100% responsible for massive fraud in Minnesota.”

        Staffers say they alerted their governor of the fraud “early on” and hoped he would step in to stop the fraud. “But no, we got the opposite response,” the Minnesota DHS wrote.

        Walz “systematically retaliated against whistleblowers using monitoring, threats, repression, and did his best to discredit fraud reports,” they said.

        When staff observed the fraud firsthand and approached leadership with concerns, they said they were reassigned to different projects and “told to keep quiet.” Higher-up “leadership did not want to appear to discriminate against certain communities and were unwilling to take action, such as stopping fraud, that would have an adverse impact on their image,” the post said.

      The funds flowed from the FEDERAL GOVERNMENT to the STATE OF MINNESOTA and it was the responsibility of the STATE OF MINNESOTA to distribute the money to the DAYCARE CENTERS. The STATE OF MINNESOTA had and has a duty to ensure that those FEDERAL funds are and were distributed to legitimate organizations. The STATE OF MINNESOTA failed in their fiduciary duty and allowed BILLIONS of U.S. Taxpayer dollars to be funneled to fraudulent organizations claiming to be child daycare centers.

      As the phrase goes, the buck stops with GOVERNOR Tim Walz and he and his sycophant hangers on should be held responsible for the fraud that occurred on his watch.

      But of course, it’s all a pointless exercise at this time. Nobody will be held responsible, nobody will go to prison for the fraud, and the money will never be recovered as it most likely has already been funneled out of the country into untouchable Somali bank accounts.

Ok the corrupt democrats in control don’t care, but to the extent there is any federal monies going directly or indirectly through Minnesota, shut it down. This would seem to be relatively easy and satisfying for any federal officials.

    Not sure what you mean by “this.”

    If you Google “Minnesota corruption” you will find articles from the main stream media on it.

    If you Google “Minnesota fraud healthcare,” you’ll find articles from every media outlet including left leaning ones such as CBS, LA Times, New York Times, MSN, CNN, etc.

    It really seems that the corruption and fraud is so massive and covers so many agencies that the media is still painting with “broad strokes.”

    Shirley’s expose shows the fraud in one specific area. His work has been picked up by major outlets as well.

    Waltz will continue to deny and obfuscate as those in his administration and Democrats will try to rearrange the deckchairs on the Titanic.

    But the ship has hit the iceberg and nothing can keep the water out.

I have seen lots of people talking about this fraud in terms of “How dare they steal from those poor children!”

But the whole point of this fraud is that there are NO children!

This fraud operates on not just weaponized empathy but on the lie that there are all these starving children huddled in storm drains, under bridges, and in closets, looking out like those huddled bairns under Christmas Present’s robes in the Patton version of A Christmas Carol. And only vast sums of taxpayer money can save them.

If that lie didn’t exist to justify gov’t and bureaucrat programs, this fraud would never have gotten off the ground.

    Working with the Iraqi Army they had similar scam; ‘ghost’ soldiers. They existed only on paper. While serving as an Advisor I got put in charge of payroll. I set up a process to ID, screen and account for the personnel an Iraqi light IN BN. They had about 120 ‘ghosts’ each drawing monthly pay of a little over $400 USD. IOW a $50,000 per month/$600K per year scam undetected for years in ONE Battalion. We stopped that after one month in country ….then had to spend another 15 months with them. Made things interesting when there’s a Company size operation and it was me + one other American going into the fight alongside folks we just cost $600K.

What I don’t understand is that Somalis make up ~1.5% of the population of MN, yet the Democrats pander to them as if they were more like 30% of the population. The Somalis didn’t just show up in Minneapolis and figure all this stuff out for themselves, “somebody” must have taught them, and my guess is that “somebody” is making a lot more than the Somalis off this.

    Except for a few privileged few Somalis none of those people that answered the doors of those fake childcare centers are likely profiting from the fraud. They most likely get paid just enough to keep their mouths shut and that’s about it. The big bucks are going to those few people behind the scenes that orchestrated the fraud. The ones that created and registered the daycare centers with the state. The ones that created phantom children and the fake invoices for services never rendered. The ones that opened the bank accounts into which the millions were deposited. Those are the ones that profited handsomely from the fraud. All the others have been kept in the dark and are disposable as they know exactly nothing about the massive fraud that was going on. They just collected a paycheck at the end of every week to make sure the lights were turned off and the door was locked at the end of the day. That is all.

    But it makes very little difference at this point. The money has most likely been transferred out of the United States and into foreign bank accounts and is not recoverable in any meaningful way. And the ones left on the hook won’t be able to pay even a fraction of the money back. It’s gone. Well and truly gone.

Looting the State of Minnesota of money to fund terrorism is why everyone from Waltz on down should be forced to testify in public before Congress. If any of that money can be traced to Federal disbursements it should be a violation of federal laws. It doesn’t take a genius to see that this was a vast money laundering operation.

No! They are out committing crimes!

Robbery: Minnesota has the 7th highest juvenile arrest rate for robbery in the US, at 65.6 per 100,000 residents___ 52% above the national average.

Theft (Larceny): The state ranks 5th for juvenile theft rates.

NO children in daycare centers ?
