RI Assistant AG Kept Shouting ‘I’m an AG’ During Arrest at Newport Restaurant
“I’m an AG. I’m an AG.” Unimpressed, the officer shot back, “Good for you. I don’t give a sh**. Let’s go.”
Democrat appointed Rhode Island Assistant Attorney General Devon Hogan Flanagan was arrested on Thursday night after refusing to leave a Newport restaurant. The Newport Police Department issued a brief statement following her arrest.
On Aug 14, 2025 at about 2151 hours, Officers responded to 24 Bannister’s Wharf for patron’s refusing to leave. An investigation was initiated by officers and subsequently 2 individuals were arrested. Devon Hogan was charged with Willful Trespass and given a District Court Summons to appear in court. Veronica Hannan was charged with Willful Trespass, Disorderly Conduct and Resisting Arrest and was brought to court for arraignment.
Unfortunately for Hogan, the incident was caught on camera, and her repeated cries of “I’m an AG” can be heard throughout the recording. During the arrest, she repeated the phrase at least ten times.
Hogan told the officer, “If people ask you to turn off the body cam, you have to turn it off. And that’s your protocol.”
With a smarmy smile on her face, her friend (presumably Veronica Hannah) pointed to Hogan with her thumb and said, “She’s a f***ing lawyer. So she knows.”
Unfazed, the officer replied, “Well, that’s bullsh** lawyer stuff, so that’s not true. So we’ve got to go.”
“It is. That’s the law,” the friend insisted.
Meanwhile, Hogan continued to interject, “I’m an AG. I’m an AG.”
Unimpressed, the officer shot back, “Good for you. I don’t give a sh**. Let’s go.”
As Hogan was being handcuffed, she uttered the phrase three more times.
As she was led to the squad car, Hogan continued with her mantra. “I’m an AG. Let me tell you something. You’re arresting an AG. … You’re putting me in handcuffs and you’re mirandizing — not mirandizing me.”
This has to be one of the most embarrassing “do you know who I am?” moments I’ve ever seen.

In a separate video, as she was placed inside the police car, Hogan warned the officer, “You’re gonna regret this. You’re gonna regret it. I’m an A —,” as the door slammed.

Although the exact reason Hogan and Hannan were asked to leave the restaurant remains unclear, WPRI 12 News shared the following account from a woman who claimed to have witnessed the arrest on their social media page.
I was there when this occurred and they 1000% were resisting arrest. The “assistant attorney general” was in the backseat of the police car and was trying to kick out the back window. The other girl was getting handcuffed and then slipped out of the handcuffs and started attacking the police officers they legit threw her on the top of the police car hood (totally justified) I really felt sorry for their husband/boyfriend they were trying to stop these girls but they were completely out of control. Alcohol wasn’t a good look on them last night and I’m sure they hated themselves this morning. Now they gotta deal with the consequences.

Another X user asked Grok for more information on the incident and Grok replied that the women’s behavior suggests “potential entitlement or misjudgment.” I’ll say it does.

This is probably the real story – what the hell were they doing that the restaurant asked them to leave? It had to be something bad because these are two decent looking women who seem like sort of ditzy party girls. They had to do something really f’d up to be kicked out AND have the cops called.

Well, I bet money that I can tell you what happened. My bet is that either the waiter/waitress or the bartender decided they’d had enough to drink and cut them off. When they found out they couldn’t get any more alcohol, they started to make a fuss, until eventually the management decided to kick them out, starting an even louder argument (no doubt containing the now famous “I’m an AG!” at the top of their lungs.). Finally, the management called the police to remove them. Anybody want to make a bet?

Her boss, the RI AG said he’s considering what to do. In other words, let this blow over so I do t have to fire you. Both the primary and her friend should have their law license suspended for at least a year. Both should lose their jobs too. If it doesn’t happen then you’re telling everyone it’s ok to act out when a cop asks you to do something. Talk about two tiers of justice.

On a side note I just love the bodycams and I’m sure the police do to now after their initial skepticism. Besides it makes for great youtube videos.
One of the local stations went to the Newport Police Department and asked about the policy on turning off body cams the woman claimed.
The policy is that victims and witnesses can request the body cam be turned off at the request of the victim or witness.
Hogan and Flanagan were perpetrators of a crime – not victims or witnesses. The police not turning the cameras off was the correct application of the policy.
This means the Hogan doesn’t know the policy and her Flanagan’s saying “she’s a lawyer….she knows….” shows the depth of their knowledge.
But, she’s an AG!!

They should have arrested the boyfriend for obstruction and I would have loved it if they had tasered her which shouting dance for us AG, dance. You might have missed the number of times the cops literally had to push him away after ordering him back multiple times.
The chick was yelling for him and he was trying to calm her down not interfere with the arrest I think. The cop did the right thing letting him go.
I am not disagreeing with the idea that he was trying to calm her down.
However, she can see him and is yelling for him which is not helping the situation. In addition, he is close to the officers who have their back to him as they struggle to get the woman into the car.
They literally had to push him back several times prior to her yelling at the car.
They then had to tell him several times to back up.
That being said, for the most part he complied and I agree that his intent does not appear to interfere or obstruct, but his actions could have been taken that way.

gitarcarver – I havent watched the video, though its common for the significant other to try to calm the other person, While that might be admirable, it does create the possible risk of escalation with the perp, thus the police were correct to getting him to back away even if he was trying to help.
One of the guys got pretty close towards the end and the cop had to walk him away with threat of arrest but I also didn’t see it as worthy of obstructing. He looked more interested in telling the out of control chick he was right there and trying to get her to calm down than anything. The drunk girl yelling “Babe” over and over was pretty annoying, though.

I remain convinced that a judicious application of pepper spray by LEO on scene would significantly curtail the sort of ‘crash out’ hooping and hollering (aka disturbing the peace) some subjects seem hell bent on engaging in. Frankly I’d set a policy of pepper spray and detain then a 72 hour psych hold/evaluate then medical clearance then booking to start the time clock on appearing before a magistrate. Also can we get LEO some cuffs for female wrists and or start using zip ties and a hobble if they slip the cuffs…with a side of get put on the ground hard like they are restraining a meth head and or deploy a taser to hopefully gain compliance?
All cuffs fit female wrists. LEOs are just afraid of tightening them down because the women start shrieking like they’re being raped when the cuffs go on. Put the cuffs on, double lock them and if the person being detains struggles against them, any bruises are on them.
I’d agree for many women but not all. Some have super tiny wrists. That isn’t intended to devalue your accurate comment about stupid Agency Policy about leaving a finger width of room between cuff and wrist. That’s way too much and I can’t count the # of times females are able to slip them because of it.
IMO once that women in white slipped cuffs she should have been knocked the hell on the ground, face down, one LEO on upper body, a second LEO locking her ankles (with a slight twist to stop motion) and a third LEO getting the cuffs on again all the way down then apply zip ties for good measure and a hobble. With application of taser at first and every lack of cooperation.

I’m not an attorney, nor am I a cop (thank my/your lucky stars for both because I’d be terrible) but I am a fan of body-worn camera videos. They are absolutely fascinating.
In spite of the fact that this woman is an attorney, she makes several very basic errors such as when the police are required to Mirandize arrestees.
Take it from me: any encounter with a police officer should be “yes, sir” “no, sir” and nothing else. Keep your fool mouth shut. You will not talk a police officer out of arresting you. But you can talk your way into being arrested.

Good advice. Though it won’t work everywhere. Some LEO are.determined to get answers to their questions and while you may ultimately beat the charge you won’t beat the ride to jail if that dude is determined to take you in.
‘Step out of the vehicle for me. I’m gonna cuff you for officer safety. ‘Oh, you pulled away…that’s resisting w/o violence’. Now you get dumped on the ground to shouts of ‘stop resisting/stop fighting’…next thing you know you get a taser deployed so you can ‘ride the lightning’. Then a couple of this dude’s buddies show up to get in on the action….

I was surprised that she kept claiming to be “an AG”, when in fact she’s only an AAG. Is that a common usage, or is she promoting herself. Seems odd, because a state only has one AG, so the actual person would say “I’m the AG”.

I share your surprise. As a former ADA, I occasionally heard people shorten “ADA” to “DA” in circumstances where the Assistant DA was officially representing the District Attorney’s Office. Like during a courtroom recess a judge might ask, “Is the DA in the room?”, or during a hearing defense counsel might ask, “What does the DA think about [XYZ]?”, using the shorthand “DA” to mean “the DA’s Office”. In other contexts, though, it would be presumptuous for an ADA to refer to him/herself as “the DA” or “a DA”.
But who knows, maybe Ms. Flanagan thought she was officially representing the AG’s Office when she had her videotaped “conference” with the police.

The way she said it in an increasingly hysterical tone sounded to me like a desperate cry of “Why isn’t this working??? Maybe I’m saying the spell wrong…let me try again.”
