House Democrat Launching Resolution for U.S. to Spend ‘Trillions’ on Reparations

A House Democrat from Pennsylvania named Summer Lee is introducing a resolution, calling on the United States to spend ‘trillions’ of dollars on reparations for black Americans over slavery.
A similar resolution was introduced by former Rep. Cori Bush of Missouri in 2023, before she was voted out of office.

A coalition of Democratic lawmakers and advocates on Thursday reintroduced a resolution to offer reparations to descendants of enslaved Africans and people of African descent…
“We’re here to say that there’s no more waiting, no more watering down, no more putting justice on layaway,” said Lee, the descendant of enslaved Africans. “Black folks are owed more than thoughts and prayers. We’re owed repair, we’re owed restitution and we’re owed justice.”
The resolution calls for the federal government to allocate trillions of dollars in reparations to Black Americans to atone for chattel slavery, Jim Crow and the ongoing effects of other federally sanctioned discriminatory policies.
“For over 400 years, this country has profited off the stolen labor, the stolen land and stolen lives of Black people,” said Bush, who attended Thursday’s press conference.
She continued: “From the first shackled bodies brought to these shores — and those that didn’t make it to the shores — to the grueling, back-breaking, murderous work done on plantations that built America’s wealth, to the federal officials who enslaved human beings while they wrote our laws even here in this building, America has been cashing checks written in Black blood.”

However, leaders at Tuesday’s convening argued that Trump’s return to the White House and his cudgel to all things racial equity marks no better time to advocate for varying forms of reparations.
“It took nothing but a stroke of a pen, and that’s why we recognize that the fight to restore Black folks has to be so much more substantive,” said U.S. Rep. Summer Lee, D-Pa., who will introduce the Reparations Now Resolution on Thursday. The resolution endorses a “moral and legal obligation” for reparations and calls for trillions of dollars for Black descendants to undo the harms of U.S. slavery, Jim Crow laws, and other racially discriminatory laws and policies.

Finally, if you think you are worse off from having your ancestors brought here from a place like Zimbabwe and want to return to your homeland, I will contribute to a transportation fund, even one with a $1000 bonus like Trump has for self-deporting illegal aliens.
I encountered that in the Navy. I had a weight problem and was in and out of being threatened with discharge, and was denied the promotion I earned – twice – due to weight. Meantime, the captain granted his Yeoman a weight waiver even though the guy was a slug. He was far more overweight than I was, but, he was an Exalted Minority.

Lee got her law degree not from a crackjack box but from Howard.. Other prominent grduates include Big Tish, Vernon Jordan, and Malik Zulu Shabazz. Also Thurgood Marshall. Perhaps Howard Law school should be decertified.
If black people were able to take an honest look at how much they have been given vs how much they have contributed to the country, it would be clear they are owed nothing.

It’s also historically wrong to say America was built on slave labor. One of the reasons for the Civil War was that the South’s GDP was far less than that of the North, so it was unable to bear the costs associated with tariffs for all goods, both manufactured in the North (those industries being protected by tariffs) or imported (those good being hit by protectionist tariffs). It didn’t help that most of the money was going to improvements in the North to further assist northern industry.
But let there be no mistake, the South was an economic backwater compared to the North in the period leading up to the war. The economic power of the US was based on northern industry, not on slave-produced agricultural products.
Some might call it ironic that it was a product invented by a industrialist in the free state of Massachusetts that greatly increased the South’s reliance on slave labor to keep up with the demand for cotton.

Oh, I think they absolutely should pass a reparations bill – reparations are owed to any living slave or any currently living child born directly to a freed slave. Grandchildren and subsequent descendents are not entitled to reparations because they did not personally and directly live the life of a slave or freed slave.
Pass reparations with the following stipulations:
• Repeal of the Civil Rights Act (1958)
• Repeal of the Civil Rights Act (1964)
• Repeal of the Voting Rights Act (1965)
• Repeal of all state level civil rights laws that advantage blacks over other races
• All federal and local Offices of Civil Rights to be shutdown and disbanded
• All court cases that advantage or have advantaged blacks over other races overturned.
• Disqualification from receiving Section 8 Housing benefits
• Disqualification from receiving EBT food stamp benefits

Ok but first list out the qualifications for membership of the class of folks to receive ‘reparations’ and account for any factors that offset the qualifications. If someone is equally a member of the payee class from one Parent but the other Parent puts them into the payer class does this make them zero out eligibility? If not why not? Will there be a sliding scale of payment based on duration of historical legacy? If a new immigrant arrives today does he qualify? How about an immigrant from ten years ago? Twenty years ago? Does anyone whose only association with the USA occurred in the post civil rights era qualify for the same payment as someone whose family did experience the entire 400 years? If not why not?
Get all those details hammered out and have every member of the proposed payee class sign off agreeing to the terms and then we can discuss things. Not until then.

Yes indeed the 400 year timeline would seem to be required for full payment and decreasing amounts for less exposure. If not and someone arriving today can get the full amount equivalent to someone whose family did experience the full 400 years claimed then the claims are bogus b/c it discounts any connection to the full timeline.
Then there’s the matter of payment once eligibility of the payee class has been decided and agreed to. The Nations where the slaves originated would be required to agree to cough up at least 1/3 of the total. Gonna need that settled and put into escrow prior to any other claims paid.

Two comments about reparations:
One of the problems with reparations is freed slaves had been promised a 40 acres and a mule, a deal to which considerable hard work & uncertainty would have attended. Today’s blacks don’t want hard labor & no guarantee of success, they want a cash hand out. These things are different.
Reparations are proposed to pay damages to descendants of people who were screwed. But if this generation is paid for damages done to their ancestors, what prevents the next generation & the next etc from demanding the same? Will they not be similarly aggrieved?
A promise is as worthless as a hand full of cow dung. I don’t recall a bill passing Congress and signed by a president that’s says, “we’ll give you 40 acres and a mule.”
Furthermore, if reparations are paid, it should be a single amount for the actual slave. Say $100,000. Then the descendants can share that amount that the actual slave would have received, and they would be required to share that single amount amongst the surviving descendants.
Why should anyone pay a huge amount to every generational fat lazy ass baby momma that pushed out multiple puppies.

No problem. The Bureau of Land Management has lots of acreage….. Hand over 40 acres plus present value of the 1865 mule and basic homestead tools but ‘in kind’ not cash so hand over modern tools of equivalent value. Some of that land is not very good so up the grant to 160 acres to compensate but require the same homestead act ‘improvement and occupation’ criteria to keep it. I suspect this sort of ‘reparation’ program won’t be nearly as popular.

I don’t understand the underlying wealth argument that slavery built America. Slavery was in the South and agriculture based. While they might have contributed to the wealth of the country in its time, the true and lasting wealth was achieved through subsequent industry and trading I would think, That was not slavery based.
As for physically building the country I don’t think so. Tes blacks built or contributed to building the white house and probably other DC buildings. However that is only a small part of the country. How much did they actually contribute to building ports. railroads, highway system, cities, industrial plants, housing? I would think it is much less than they think.
Slavery did contribute to the economy of the whole nation. That however is not a argument to meet the demands of the “handful of gimmees and mouthful of much obliged” crowd.
Northern port Cities made lots of $ off buying and transport of slaves; the ship owners, the folks who financed the ventures. Then there’s the purchase of products made by slave labor and transported to the North to be turned into finished goods or raw cotton bought by Northern business and transported to Europe. IOW the impacts of slavery were not confined to the deep South in fact the Union had multiple ‘Slave States’.
Kinda like buying Chinese exports today, the slave labor is in China but the Companies that buy their products, ship them to the USA, the shareholders of the companies and the end users of the products all benefit from the slave labor in China…then as now most folks would rather ignore their own complicity in the matter.
Prior to slavery there was indentured servitude. In fact slavery resulted because a (black) angolan refused to release another (black) angolan after they served their period of time. A court battle resulted and the “master” won. Thus was born slavery.
The country would have done fine without slavery. While it might have contributed to the GNP I don’t think the country was built on the backs of slaves. This is just an opinion I have. I don’t have facts to back it up and I can’t point to an analysis of how much slavery added and what would have been the economic consequences of sticking to an indentured servant system
The first priority is blacks power! You need to start small. If all the blacks got together they could elect a few black small town mayors. Eventually, if blacks continue to stick together and vote in lock step, they could elect a black person to congress. After a while they could eventually get a black senator. It will all be down hill from there. Black governors, black police chiefs, black mayors, blacks on the Supreme Court. Eventually, far in the future, it may even be possible to elect a black man president of the United States. Then it will be utopia. All your problems will be solved. No crime, no unemployment, live happily ever after just like in the tv commercials..

I have close to 0 personal experience with black americans. None in my high school. None in my college classes. None in any of the graduate schools I attended. In college I knew 2 black RAs. They were termed Oreos.
In the summer time jobs I tool there were one or two blacks. In my professional career in high tech there were maybe 6 I encountered. Very few so my impressions have developed mainly from current events.
I used to have some sympathy for state of blacks in this country. That continued through multiple riots the reasons for which made no sense to me. That sympathy began to wane when Jessie Jackson ran for president and was taken seriously. (Not Shirley Chisolm who after all was a congresswoman). It ended when the “Reverend” Al Sharpton ran for president and was also taken seriously. More than seriously. He was pandered too. At that point I was done.
I am one of those with black fatigue. It was caused by white progressives and black americans themselves. Whites deserve reparations much more than blacks. Whites have suffered discrimination since the mid 1960s with affirmative action and DEI. White earnings have been suppressed by all of the jobs they didn’t get because they were Whites while blacks’ income has greatly increased due to obtaining jobs they were not qualified or less qualified than members of other races. Interracial crime is overwhelming blacks being the guilty party and Whites being the victims. Blacks have ruined cities, forcing Whites to continuously move further from the city they grew up in to feel safe. Yes, reparations for White people.

The Democratic Party was founded to defend slavery, fought the civil war to defend slavery and oppressed blacks with Jun Crowe and the KKK for 100 years. They need to atone for their sins and should pay reparations to blacks. Fortunately, B Democrats are in favor of reparations so they should be happy to pay.
