Joe Biden is apparently confused by his disastrous poll numbers and annoyed that his staff constantly clarifies his remarks.
This paints a picture of an administration in complete disarray and panicking about cratering support from the public.
One of the most shocking things about this report is that it comes from NBC News:

It’s clear from the article that people expected Biden to be able to manage the presidency easily, given his years of experience in Washington, which is absurd given that he was a lawmaker, except for the eight years where he did next to nothing as Obama’s VP:

If it’s not one thing, it’s another,” said a person close to the president.An assumption baked into Biden’s candidacy was that he would preside over a smoothly running administration by dint of his decades of experience in public office. It also addresses the fact that Biden repeatedly sticks his foot in his mouth. Staffers have to rush out to ‘clarify’ what he really meant:

He makes a clear and succinct statement — only to have aides rush to explain that he actually meant something else. The so-called clean-up campaign, he has told advisers, undermines him and smothers the authenticity that fueled his rise. Worse, it feeds a Republican talking point that he’s not fully in command.
This part is almost unbelievable:
Biden has vented to aides about not getting credit from Americans or the news media for actions he believes have helped the country, particularly on the economy.

It’s also worth mentioning that on the same day this report dropped on NBC News, Politico reported that black staffers are fleeing the Biden White House:
