Politics serving bureaucracy is only funny, and very at that, on "Yes, Minister/ Prime Minister."
If it were only as simple as "public choices" being attributable to elected persons in gov. The roots of corrupt and self-interested policy have grown so broad and deep below the putative public surface or grade that they've become thoroughly protected from electoral winds that whip and blow over from time to time.
