dinorightmarie is correct… the crisis after crisis bit is Cloward/Piven + Alisky thrown in (I believe)… Keep the population frightened and off their bearings so they are ever accepting of more and more outlandish laws and decreases of freedoms (until the completed statist tyranny regime is complete).
We need to keep up the fight, on all fronts, to oust this horrible administration and everyone involved with it.
