Now that's hoped-for change.
Question: Is it possible to pass a law(s) that:
1) no congressman can vote on a bill until he certifies he / she has read it;
2) all bills passed by Congress will first apply exclusively to members of Congress for two years and then take effect for the remaining citizens;
3) Members of Congress can be held liable (in the form of reduced pensions etc.) for bills that they pass that have significant overruns.
Seems to me that Congress loves Sarbanes Oxley. What we need as citizens is some version of that bill that provides accountability.
