Why isn’t the Texas National Guard already at the border? If this were a hurricane they would have been deployed the following day, not in a month. Seems like Perry is just rattling sabres.
Correct. It’s a chance for Gov. Perry to show his supporters what a big-bad daddy he is (like Pooty-Poot). His supporters predictably swoon over one of their favorite he-men. He has no intention of doing anything of actual value. But a distraction from one of his many scandals. This does not matter to his supporters; they just want to see him oiled up looking manly.

This is mobilization. It takes time to get the people together. Hurricane season comes every year, and everybody knows when they have to be in place.
OK, I guess an annual hurricane is a bad example.
Instead, let’s posit a riot. If this were a riot, troops could be deployed within 24 hours. As a matter of fact, this IS a riot, practically speaking.

Remember this is the truly volunteer force, unless it is a time of war they have to give the folks time to prepare for deployment.
