New Hampshire House Passes Campus Carry Bill

“We in New Hampshire have made it clear: self-defense is not a privilege”

Maybe New Hampshire is not completely lost, after all.

New Hampshire House passes bill to end gun bans on public colleges, universities

Legislation to lift all gun bans at public colleges and universities in New Hampshire is moving forward.

House Republicans passed the campus carry bill Thursday morning.

“We in New Hampshire have made it clear: self-defense is not a privilege,” said state Rep. Sam Farrington, R-Rochester. “It is a natural right, and natural rights are not given by governments. They are granted by God alone.”

Farrington, a student at the University of New Hampshire, notched a victory on the House floor as his bill to wipe out college campus gun restrictions passed on a vote of 188 to 165.

“We hear college students are too drunk, they’re too immature, they’re too young to carry a firearm,” he said. “My question is, how can we allow them to vote, then? And how do we let them go fight in a foreign war?”

All but one of the House Democrats voted against the bill.

“Wouldn’t I hate it if the president of the University of New Hampshire had to write a letter home to a family of a student who may have been killed because of a mishandled weapon on campus?” said state Rep. Wayne Burton, D-Durham.

Opponents said eliminating gun restrictions would make college campuses much more dangerous.

“Something we need to understand is that under this bill, it’s not just students, faculty and staff who can carry a gun on campus,” said state Rep. David Meuse, D-Portsmouth. “Random visitors would also be able to carry firearms.”

“Public safety is in jeopardy, particularly if there’s an active shooter on campus, because our law enforcement will have no idea who the perpetrator is,” said state Rep. Linda Harriott-Gathright, D-Nashua.

New Hampshire has a population of approximately 1.39 million people, with a racial composition of about 88.93% White, 2.58% Asian, and 1.52% Black or African American.

The state is becoming more diverse, with the Hispanic population increasing to around 4.7% and a growing percentage of residents identifying as Black, Indigenous, and People of Color (BIPOC) at about 10.4% as of recent estimates.

Despite having one of the highest rates of gun ownership in the country, New Hampshire has the lowest murder rate as well, according to FBI crime data. Maine and Vermont are close behind.

All three allow for people to carry concealed firearms without a permit, also known as Constitutional Carry, or Vermont Carry as it’s sometimes known. Vermont was the first state in the Union to carve out that right.

New Hampshire’s violent crime rate has dropped every year since 2017 when Gov. Chris Sununu signed a law doing away with concealed carry permits. U.S. Sen. Maggie Hassan vetoed Constitutional Carry twice when she served as governor. According to the FBI data compiled from New Hampshire law enforcement agencies, the violent crime rate in New Hampshire was 195.7 incidents per 100,000 people in 2017, down to 146.4 per 100,000 in 2020.
