California Wants to Give Noncitizens $150,000 to Buy a House

The Democrats really want another 2008 burst, don’t they? Oh wait, it’ll work out this time, right?

California, a state with the most illegal aliens, wants to give the noncitizens up to $150,000 to buy a house.

The state legislature will likely pass the bill by August 31. From Politico:

Democratic Gov. Gavin Newsom, a top surrogate for President Joe Biden and Vice President Kamala Harris, declined to say whether he would sign the measure if it clears the statehouse by the Aug. 31 deadline. He would likely make a decision while Republican nominee Donald Trump criticizes Harris over the influx in migrants at the U.S.-Mexico border early on in Biden’s tenure and as Harris moves to the right on immigration.

Harris, in her DNC acceptance speech Thursday said the country can “live up to our proud heritage as a nation of immigrants, and reform our broken immigration system.” While the California proposal targets prospective homebuyers and not new migrants, it could nonetheless carry a political risk for Harris by providing fodder for Trump as he seizes on anything that could link his opponent to the border crisis.

Sheesh. The thing is, the government should not be giving people any money to buy a house. Giving the money to only noncitizens is just the cherry on top (emphasis mine):

The bill’s author, Fresno Democrat Joaquin Arambula, countered that the bill specifies applicants must meet requirements set by the Federal National Mortgage Association, or Fannie Mae, including having a taxpayer identification number or social security number to apply for a loan, which means they’re taxpayers.

“It isn’t given out willy nilly to just anybody,” Democratic Assemblymember Eloise Gómez Reyes said at the June hearing.

The loan program, called California Dream for All, provides 20 percent in down payment assistance, up to $150,000. It is a shared appreciation loan in which the only interest the homebuyer pays would be 15 or 20 percent of the home’s increase in value upon selling the property, depending on their income level. The program has received state funding but is also run by the California Housing Finance Agency, which generates revenue through mortgage loans and not from taxpayers.

Taxpayers don’t fund the California Housing Finance Agency?

Interesting: “CalHFA is a self-supported state agency that doesn’t rely on taxpayers’ dollars for its operational costs but regularly administers various state and federal resources on behalf of the state.”

“State and federal resources.” In other words…money from taxpayers, right?

    They LOVE the homeless. For D’s the homeless are a huge cash cow.

    The more they subsidize them, the more homeless there are.

    Meanwhile, the NGO’s that function as the middlemen – entirely D operated – are raking in BILLIONS of taxpayer $$ each year.

    These NGO’s not only are zealous voters for D candidates, they are also big contributors to D politician’s campaigns.

    The homeless racket is big business, and those profiting are an important constituency. The absolute last thing anyone involved would ever want to do is actually reduce the number of homeless people.

Peter Thiel was on Joe Rogan last week and the topic of California came up. Theil – who’s no fan or friend of Newsom and cronies – made some points that I hadn’t really considered. While California is a mess for normal people, if it weren’t part of the US, it would still be one of the most economically powerful countries on the planet (6th largest in the world, by itself). With a third of the population of Japan, it produces more GDP. Per capita GOP in Japan is just over $30K. In California, it’s an eye-watering $100K. Five of the largest companies in the world are still headquartered there.

He compared it to Saudi Arabia; there is a small sect of extremists – Wahhabists & Wokesters – who make life difficult for everyone. But, they have each have their respective goldmines that pay the bills no matter how dysfunctional everyday life is with oil in Saudi and Big Tech in California. If something ever happens to their cash-cows, both cultures will quickly collapse.

      California isn’t seceding…and the US wouldn’t allow it even if it wanted to. Do some research about how much of the nation’s agricultural products are produced in California. It’s insane. The US heartland grows corn, soybean & wheat. But, just about everything else comes from California. California even grows more citrus than Florida now and produces more than 60% of all US citrus. In 2023, it was almost 80%.

    A few thousand families pay taxes that keep Cali from going totally into the red…. as in bottom line and not Republican. The unfunded mandates are pent up behind a thin dam of ongoing revenue. California is (was) great, not because of the Party but despite it. The Party believes they are the reason for California be “successful”. A two tier system focused on the illegal alien and second in line, foreign immigrants. Cali is becoming feudal in the eyes of Victor Davis Hanson… with the middle class being hollowed out.     Per capita GDP, which provides an average, can be a misleading figure that provides an incomplete picture of an economy. In California, the tech industry likely raises the per capita figures significantly, giving its economy an appearance of strength that it does not truly have.

      My mistake, the headline was a bit misleading. The eligibility is for 1st gen homebuyers. Defined as not having any ownership interest in past seven years AND whose Parents, if alive, don’t have an ownership interest or if deceased didn’t have an ownership interest in a residential property in the USA.

      So it doesn’t directly/explicitly discriminate v US Citizens but as a practical effect using ‘disparate impact theory’ it seems reasonable to assume more US Citizens would be shut out by the eligibility terms than the foreign born, especially a 1st gen immigrant who arrived as an adult.

          When ownership interest of residential property outside the US isn’t considered disqualifying then wouldn’t that put US born Citizens at a disadvantage for qualifying compared to immigrants? Seems difficult to rebut the negative impact on non immigrants when ownership by Parents outside the USA isn’t considered disqualifying but the same within the USA is disqualifying.

          Yes, but negative impact is not the same as discrimination, and does not violate any law. It can be taken as an indicator of discriminatory intent, so as to invite closer scrutiny, but that’s all. There’s certainly no disparate impact doctrine in equal protection cases.

How is this possibly legal? National origin is a protected class both Federally and in California specifically. You can’t discriminate against someone because they were born in the United States.

Well, if everyone here agrees with Trump that the States should be able to decide whether or not to kill a baby via abortion, even if it is after the baby is born, then why shouldn’t the States like California be allowed to give illegal aliens $150,000 to by a house? It’s a State’s rights issue, right? The Federal government should have nothing to do with it.

    Question number one is where the hell does that money come from? The answer, of course, is that it is paid in taxes. So you’re suggesting that the State should be able to take from taxpayers, and then instead of using those funds in ways that benefit those taxpayers, it should squander those funds on things that help those taxpayers not at all.     Because the state legislature said so, and it has every right to say so. None of us has to like it, but there’s nothing in the constitution that says states can’t do this. Now if they excluded US citizens from the program then there’d be an Equal Protection violation. But they’re not.
