Report: Chicago Gang Leaders Issued ‘Shoot on Sight’ Order Targeting Federal Agents

Leaders of the Latin Kings, a Chicago street gang, have reportedly authorized a “Shoot on Sight” order against Customs and Border Patrol agents involved in Operation Midway Blitz, the Trump administration’s crackdown on illegal immigration in the city.
On Sunday, News Nation correspondent Ali Bradley, who covers the southern border for the network, reported she’d obtained an internal CBP officer safety alert from her sources. She shared the document’s text on X.

On November 8, 2025, Customs and Border Protection (CBP) received credible information indicating that Latin Kings leadership has authorized a “shoot on sight” directive targeting immigration officer/agents conducting immigration enforcement activities in support of Operation Midways Blitz in Chicago and surrounding areas.
Officer/agents are reminded to maintain heightened situational awareness and exercise extreme caution when conducting enforcement activities.

On Saturday, DHS reported that shots had been fired at Border Patrol agents conducting operations in Chicago. According to DHS:
An unknown male driving a black Jeep fired shots at agents and fled the scene. An unknown number of agitators also threw a paint can and bricks at Border Patrol’s vehicles. Chicago Police Department was called for assistance and cleared the scene. The shooter and vehicle remain at large, and this is a dynamic situation.
This is a major escalation. The situation is getting more dangerous by the day for ICE and Border Patrol agents on the ground.

During an early October appearance on Fox News, DHS Secretary Kristi Noem reported that “gangs, cartel members, and known terrorist organizations have placed bounties on the heads of several of our law-enforcement officers.” She added that specific officers and agents have been targeted with offers such as $2,000 to kidnap them and $10,000 to kill them, and that the suspects have circulated the officers’ photos through their networks.
She noted that protective details had been assigned to those individuals, and some operations had been altered to keep officers safe. Noem described the situation as dangerous and unprecedented.
In a post on X, she wrote, “These violent riots are not about free speech. This is the rule of law vs. anarchy. We will win.”

Days after Noem’s appearance on Fox, “federal agents arrested a Latin Kings gang member who allegedly offered $10,000 on Snapchat to kill Border Patrol Chief Gregory Bovino. The suspect also offered $2,000 for tips to help kidnap him.”

It’s likely that other Latin Kings gang members have been arrested which may be the reason for the “Shoot on Sight” order.
In early October, DHS reported they’d made over 900 arrests so far in Illinois.

There is a civil right to have the means to protect oneself from criminals, but unfortunately the Illinois courts and the 7th circuit court of appeals don’t agree, and SCOTUS is taking an awfully long time to beat it into their heads. So you can’t arrest the mayor for that.

Arresting him without probable cause that he has committed a crime would be a crime for which officer involved would deservedly be arrested. And the first magistrate before whom he was brought would instantly dismiss the charges, so there wouldn’t be any five years. 48 hours max.

Yes, a fishing expedition. No scruples about proper government behavior should be entertained; he certainly had none, so do to him as he did to others. But only to the extent that can be done without a warrant.
If any evidence of a crime is uncovered, then charge him with it (which is just one more reason not to cheat, so the evidence is usable). No impeachment is necessary for that. And if he’s convicted and doesn’t resign, go back to Congress to impeach him and in that case the senate would likely convict.

This is obviously a terroristic threat, meant to influence government policy. If you’re threatening violence to advance a political, religious, or social agenda or to alter someone else’s, that’s terrorism. When are the Latin Kings going to be declared a terrorist organization?
There is no such thing as a domestic “terrorist organization”. Trump’s press release about antifa was pure BS, of no legal significance at all. Acts of terrorism are of course crimes without any declaration, and you can arrest those who commit them or conspire to do so. But there’s no designation you can give the groups they belong to, analogous to the designation of Foreign Terrorist Organizations, which is an actual thing.
As for the threat we’re discussing, you’d have to identify the person who made it, and prove that he did so. So far we have no evidence that this threat was ever made, beyond an internal CBP memo claiming so. That’s not something you can arrest anyone for. But if that individual can be found, as well as evidence that he made the call that the memo claims was made, then absolutely arrest him.

The KKK was not a legally designated “terrorist organization” because there is no such legal designation. Some individual members of the KKK were terrorists; most were not, and could not be charged with anything merely for being members or giving the Klan support. Likewise the Black Panthers.

Idea: Trump invokes the Insurrection Act, invades Illinois, then does a ‘West Virginia” by peeling off the Red counties (90%) Into a new state. The remaining Blue counties revert to territories subject to Reconstruction.
The Insurrection Act is certainly applicable. Tom Cotton was right, Trump should have invoked it in 2020. But a new state cannot be made out of parts of Illinois without the consent of the IL state legislature. West Virginia was formed with the consent of the lawful VA legislature, which was seated at the time in Wheeling and then moved to Alexandria.
In Chicago, the politicians and the street gangs are deeply intertwined. This order was only issued with the full knowlege and at least tacit approval of South side aldermen.

Awaiting the order from Mayor Johnson’s office prohibiting the Chicago Police Department from providing any assistance to federal agents whatsoever when they encounter violence from gangs and others in the city of Chicago. Can’t imagine Johnson allowing the CPD from assisting ICE with their activities and wonder why such an order hasn’t already been issued.
I posit:
remove all federal employees, troops, funding, etc from the greater Chicago area. Set up a cordon and allow anyone who wants to go inside.
Anyone wants out? Full searching of vehicles, bags, ID papers. Those fleeing the city of violence can move anywhere they want. Those with arrest warrants or illegal status are immediately arrested

I don’t think that’s possible. It would be a clear fourth amendment violation, and the border exception would not apply.
The answer is interagency Task Force. ICE, DEA, HSI, FBI and definitely the IRS/Treasury. Gather intelligence, conduct surveillance, get a warrant and do a raid based on one or more violations of law with adequate probable cause to issue the warrant. Criminal gangs don’t follow OSHA guidelines. They don’t file federal income taxes (not accurately anyway) They don’t screen employees for lawful permission to work in the USA, don’t submit I-9 forms, don’t pay employer taxes into SSA/Medicare.
Lots of avenues to use to get a warrant. Then use the evidence gathered to see what else is going on. Seize assets. Get.folks to fill and testify against others. Use RICO as a lever to encourage cooperation. Some States would assist and join the TF with their own State level agencies, it isn’t as if these guys are paying State tax, workman comp or unemployment IN but not federal taxes.
Sounds like the latin kings would be facing an FAFO situation. If it was joie bribem, well he’d just pull all law enforcement out.
