The Biden-Harris administration funded left-wing NGOs in order to undermine Israeli Prime Minister Benjamin Netanyahu’s government, a 14-page memo released by the House Judiciary Committee on Thursday says.
The memo accuses the Biden-Harris administration of directly and indirectly funding “radical leftist” organizations behind the 2023 anti-government protests in Israel. “The Committee’s oversight has revealed that the Biden-Harris Administration provided grant funds to groups that contributed directly and indirectly to the judicial reform protests that sought to undermine the Israeli government,” the document disclosed.
In 2023, Israel witnessed large demonstrations for and against the judicial reform proposed by Prime Minister Netanyahu’s government. The Biden-Harris administration tried to tip the balance against the Israeli prime minister by funding left-wing groups opposed to him, the House Judiciary Committee suggested in a memo titled “The Biden-Harris Administration’s Funding of Anti-Netanyahu Non-Governmental Organizations.”
The memo recalled the former administration’s hostility towards Israel’s elected prime minister. “In 2023, Israel experienced widespread protests over the plan of Prime Minister Benjamin Netanyahu’s government to reform the Israeli judicial system,” the document said. “The Biden-Harris Administration openly opposed the proposed reforms, with former President Joe Biden saying that Israel “cannot continue down this road.”
The findings lend credence to the Israeli claims made at the time that the Biden-Harris administration was “inappropriately intervening” in the country’s domestic affairs.
According to the memo, the previous U.S. administration also funded NGOs linked to Hamas, the Palestinian Islamic Jihad (PIJ), and other terrorist groups. “In addition to funding anti-democracy protests, the Biden-Harris Administration provided U.S. government funding to terrorist-linked NGOs,” the document said (page 11).
Millions of U.S. taxpayers’ dollars were funneled to far-left NGOs through the Biden-Harris State Department, USAID, and other U.S. agencies. The committee accused the former administration of “neglect and misuse of taxpayer dollars through USAID, the State Department, and other federal agencies, which were used to directly and indirectly fund the efforts of anti-Netanyahu organizations and terrorist groups” (page 14).
In a statement issued Thursday, the House Judiciary Committee listed some of the questionable NGOs funded by the Biden-Harris administration to undermine Prime Minister Netanyahu and his elected government:
“The Biden-Harris Administration provided $42,000 to an Israeli NGO, Movement for Quality Government, to conduct “Civic Activism Training” in Israeli high schools,” the memo added. “One of the main organizers of the anti-Netanyahu judicial reform protests, the Movement for Quality Government in Israel (MQG), is a radical leftist organization in Israel that has engaged in lawfare against the Netanyahu government and called for “insurgency, civil war, and violence” at its rallies.”
The memo presents merely the initial findings, and the actual extent of the Biden-Harris administration’s interference in Israeli domestic politics could be even greater, the Congressional oversight body indicated.
“The Committee’s investigation is ongoing and is expanding to include additional American and Israeli NGOs that may be involved in funneling U.S. government funds with the purpose of undermining the Israeli government or for the support or fiscal sponsorship of terrorist groups,” the memo concluded (page 14).
The Israel Defense Forces (IDF) has eliminated three more senior Hamas operatives who committed atrocities on October 7, 2023. All three of them were killed last week in a single Israeli strike in northern Gaza, media reports suggest.
“On July 10, 2025, the IDF and ISA struck and eliminated the terrorist Iyad Nasr, who served as the Deputy Commander of Hamas’ Jabaliya Battalion, and infiltrated Israel during the brutal October 7th massacre,” the IDF said in a statement Thursday evening.
“Nasr was injured during the war, and later on, returned to his role in Jabaliya. Throughout the entire war, he took part in terrorist activities against IDF troops operating in the area of Jabaliya, including in recent weeks, when he directed various terror attacks against troops of the 162nd Division operating in the area,” the IDF statement added.
Two other terrorists killed alongside Iyar Nasr were identified by the IDF as Hasan Mahmoud Muhammad Mar‘i, commander of Hamas’ Central Jabaliya Company, and Muhammad Zaki Shamadeh Hamad, deputy company commander of Hamas’ Beit Hanoun Battalion. They both took part in the October 7th massacre, the Israeli media reports confirm.
The IDF also took out two Hamas terror commanders running the terror group’s ‘security apparatus’, an outfit responsible for brutally crushing opponents and dissenters inside Gaza, the Israel National News reported Friday:
During the past week, the IDF, following IDF and ISA intelligence, struck and eliminated the terrorist Barhoum Shahin, the Head of the Western Gaza District in the General Security Apparatus, and the terrorist Asham Tzartzur, the Head of Hamas’ Government Emergency Committee in eastern Gaza.As part of their roles, the terrorists were involved in Hamas’ security and governance activities in Gaza against the Gazan population, and in assisting the terrorists in Hamas’s military wing, while employing methods of repression and violence against the civilians of the Gaza Strip.
The slain “terrorists were involved in Hamas’ security and governance activities in Gaza against the Gazan population, and in assisting the terrorists in Hamas’s military wing, while employing methods of repression and violence against the civilians of the Gaza Strip,” the IDF said Friday. “The General Security Apparatus is a secretive and significant mechanism in the Hamas terrorist organization, which is responsible for exposing ‘collaborators’ and securing Hamas’ senior officials and its assets in the Gaza Strip and outside of it.”
