It’s projected to be the opposite. If current trends in population shift continue through to next census the next apportionment of CD among the States will shift heavily to Red States. As an example Alabama has 7 CD currently but is projected to pick up two CD in 2030. Those new CD are coming from Blue States and ain’t very likely to be voting d/prog. Similar Story across the Nation.
The last Census count and apportionment of CD among the States was impacted by Covid; that’s the excuse anyway. Subsequent reviews show that Blue States losing population like NY, CA, IL retained about half a dozen +/- CD that really should have gone to Red States where population was increasing. With even more population shift out of Blue States to Red States the balance of power will shift much further towards Red States after next Census.
