The problem resides with the staffing. Most of these people are paid at or near the minimum wage and have to work multiple jobs, so they refuse testing, testing positive for the Wu Flu would terminate their livelihoods, so they go, Wu Flu positive, from one job to the next.
Cuomo should have known, Murphy should have known, or somebody on their staffs should have known and apprised them of it.

The differences between DeSantis and Cuomo’s responded to the virus paint a sharp example of who is following the science and who is following the politics.
DeSantis put priority in protecting the most vunerable population. He resisted full lock down as long as he was able. And kept the economy open except where there were large gatherings in close quarters.
While some cities or counties took their responded to extreme for the most part DeSantis trued to keep his responded to the minimum infringement on civil liberties possible.
Lots of older New Yorkers move to Florida for retirement and the state has a large population of people in the most vulnerable demographic category.
Looks like a good move on their part.
This is personal.. My husband’s family lost a member who was in a Suffolk NY nursing home. She had other severe health issues, but she could not fight the Wuhan Virus.
We don’t know how that particular place passed along the virus, but there is a good chance that idiot’s policies contributed.

However, I hope that the continuing run on zinc and elderberry syrup at the health food store means what I think it means.
If enough people treat the earliest signs of a sniffle or cough as if it were important, we may be able to get to herd immunity with tolerable number of hospitalizations.
Also, about that MMR vaccine — has anybody yet followed up on that paper pointing out that 3 of the antibodies in the vaccine resemble something that might work against COVID-19? That vaccine now also contains varicella. Is that part of the picture in the US, or is it just a flight of fancy?
If the massive illegal aliens importation with no border demands for their population replacement plan was not a tip-off, this all out destruction of everything they can lay their hands on through the virus excuse, sure is the tip-off.
