Harry Reid almost never allows up or down votes on Republican agenda legislation coming out of the House. He has taken the Senate hostage.
A good example is the House Continuing Resolution which Reid would not allow to come up for a vote until Obamacare defunding was stripped out. He could have allowed a vote on the entire bill — which Ted Cruz said would have satisfied him — but Reid held the nation hostage.
The only mechanism for the House to effect any meaningful change — or even to get a vote on it — comes at times of budget/debt deadlines. Even then, it’s limited because Reid backed by Obama knows that the media will play a deadlock as Republicans wanting to shut down government.
We’ll see how this dynamic plays out this weekend, as it appears the House will toss Harry Reid’s continuing resolution back to him with a delay in Obamacare and a few other tweaks.

That’s why later today, the House will vote on two amendments to the Senate-passed continuing resolution that will keep the government open and stop as much of the president’s health care law as possible. “The first amendment delays the president’s health care law by one year. And the second permanently repeals ObamaCare’s medical device tax that is sending jobs overseas. “Both of these amendments will change the date of the Senate CR to December 15th. We will also vote on a measure that ensures our troops get paid, no matter what. “We will do our job and send this bill over, and then it’s up to the Senate to pass it and stop a government shutdown.”

But what’s interesting, is that under a little-known law, essential government services including the military and safety-related programs would continue even if the government “shut down,” as would programs with permanent funding like Social Security or multi-year funding.
