He won't step down. He has no shame. The lesson for modern politicians since Clinton is to deny and deny, then admit it on a friday afternoon, preferably a holidy or summer weekend, and say it's personal matter and he's going back to work and then wait for the next "scandal" or incident to push it off the papers.
The dems and media won't make noise and it'll blow over. They'll say it was t a crime, didn't use govt resources so nothing they can do, it's between him and his wife. He'll lay low for the summer and be back MSNBC and CNN before Labor Day.

Per your query, above re: the potential adianoeta in the title of this post — remember that Dr. Freud reputedly once observed that "sometimes a cigar is just a cigar."
But, given the fact that the Member from NY himself has led the charge over time in recounting and repeating all of the very latest "play on words" and jokes associated with his name, there is no reason one should feel constrained to avoid the use of a catchy title merely because there is a possible second meaning associated therewith.
For example, consider if you will, the name of this blog which, according to a notice posted by the site owner, is "An Anthony Weiner Appreciation Blog!"
