Complaint: Suspect With IED at Gracie Mansion Swore Allegiance to ISIS

“All praise is due to Allah lord of all worlds! I pledge my allegience [sic] to the Islamic State. Die in your rage yu [sic] kuffar! Emir B.”

Attorney General Pam Bondi announced the DOJ had indicted the two suspects who allegedly threw bombs at a protest outside of Gracie Mansion in New York City on Sunday.

According to the criminal complaint, one man swore allegiance to ISIS while the other confirmed he was affiliated with the terrorist group.

Emir Balat, 18, and Ibrahim Kayumi, 19, face five charges, including Attempted Provision of Material Support and Resources to a Designated Foreign Terrorist Organization.

Other charges:

  • Use of a weapon of mass destruction
  • Transportation of explosive materials
  • Interstate transportation and receipt of explosives
  • Unlawful possession of destructive devices

A right-wing activist staged a protest outside of Gracie Mansion against the Islamic calls to prayer.

A counter protest called “Run Nazis Out of New York City” occurred at the same time at the same place. Balat and Kayumi participated in this protest.

Officers arrested Balat and Kayumi for allegedly throwing devices at the right-wing activist’s protest.

The NYPD confirmed the device was a functioning IED. News 12 New York reported, “The devices, which were a bit smaller than a football, appeared to be a jar wrapped in black tape, importantly, with nuts, bolts, and screws, along with a hobby fuse that could be lit.”

“At the protest, at approximately 12:15 p.m., an individual later identified as EMIR BALAT, the defendant, ignited and threw an item (“Device-1”) toward the area where the protesters were gathered,” FBI Special Agent Jennifer Gioia wrote in the complaint. “Immediately after throwing Device-1, BALAT ran to another location down the block and received a second item (“Device-2,” and collectively with Device-1, the “Devices”) from an individual later identified as IBRAHIM KAYUMI, the defendant.”

Gioia explained that Balat activated the second device “near where several NYPD officers were standing, ran away from the NYPD officers, and jumped over a barricade. He was tackled and arrested by NYPD officers shortly thereafter.”

The complaint states that Balat, while in the car, said, “this isn’t a religion that just stands when people talk about the blessed name of the prophet . . . We take action! We take action!”; and “if I didn’t do it someone else will come and do it.”

At that station, Balat wrote on a piece of paper, “All praise is due to Allah lord of all worlds! I pledge my allegience [sic] to the Islamic State. Die in your rage yu [sic] kuffar! Emir B.”

Balat wanted to accomplish something “bigger” than the Boston Marathon bombing because that ended in “only three deaths.”

Police asked Kayumi why he attacked the protesters. “ISIS” was all Kayumi said.

Kayumi waived his Miranda rights, stating he was affiliated with ISIS.

The complaint also says that Kayumi confirmed “he has watched ISIS propaganda on his phone” and “his actions that day were partly inspired by ISIS.”

One device tested positive with TATP (triaceton triperoxide), which Gioia said is known as the “Mother of Satan.”

Gioia explained that TATP “is extremely sensitive to impact, friction, and heat; and has been used in multiple terrorist attacks over the last decade.”

Balat carried a Pennsylvania driver’s license, but police discovered a car with a New Jersey license plate registered to a member of Balat’s family.

The officers figured Balat drove the car because of the family connection, but also found a trove of evidence in the car:

From inside Vehicle-1, law enforcement agents recovered a coiled green material consistent in appearance with hobby fuse, an empty metal can of the same approximate dimensions and appearance as the can recovered from inside Device 1, and a notebook containing handwritten notes.

One page of the notebook contains the note “TATP explosive”; another page contains a list of chemical ingredients, including “hydrogen peroxide,” “sulfuric acid,” and “acetone”; and a third page contains a list of components and quantities, such as “aluminum can x6,” and “a box of bolts ect [sic] 2x.” Based on my training and experience, I believe that these notes are a reference to materials that could be used to build explosive devices like the one that BALAT and KAYUMI used on or about March 7, 2026.

I also wonder how long Balat and Kuyami have been gone because Kuyami’s mother filed a missing persons report on March 7.

The FBI and local police zeroed in on two homes in Bucks County, PA, located north of Philadelphia.

Actual Nazis were allied with the Islamists during WW II.

So the ISIS dudes with the bombs think they are the good guys and Mayor Mamdopey agrees.

I fully expect an uptick in mysterious explosions and fires as these nuts discover how NOT to mix reactive compounds.

If they have green cards, revoke them.

If they are naturalized or are natural born citizens, revoke their citizenship since they have demonstrated they have no allegiance to this country.

If they want to act in concert with our enemies, let’s treat them like our enemy.

    That can’t be done. Once someone is a US citizen, whether by birth or by valid naturalization, the only way they can ever lose it is by voluntary renunciation. Swearing allegiance to another sovereign is not sufficient; if the person intends to keep their US citizenship then they do. there is literally nothing a genuine US citizen can do that would cause their citizenship to be revoked involuntarily. This is settled law, not subject to any dispute.

    Now for a US citizen to make war on the USA is treason. So is adhering to an enemy of the USA, such as ISIS, accompanied by a concrete act (throwing a bomb), before witnesses, that gives that enemy aid and comfort. So these two can be tried for treason, if the DOJ decides it wants to do that. But the only form of “deportation” they can be subjected to is the kind where they’re “deported” to a cemetery.

      Why is Milhouse down voted here? This is reasonable, don’t have to like it, but reality.

      I am more interested in how these US citizens, most probably, are tried.

      Rep Andy Ogles is in a text brouhaha from a reasonable, in the west, statement.
      There are a number of progressive/leftist cases in court using mental illness as a defense.

      I am drooling at the prospect of a lawyer applying “hormonal teenager with stuff going on” as a defense…

    2. They put it together themselves from components.
    3. They’re not from NYC, so its laws wouldn’t affect their ability to get hold of those components.

I’m seeing a false flag attack. All publicity. He will be released w/o bail in a few days when the heat dies down. Mandami will use it as justification to encircle the Mansion with concertina wire, just as J6 was used to justify fortifying DC.

This incident is a reminder that it is impossible to reach a rational deal with Iran or any of the radical muslim countries. We like to assume that although other cultures are different, underneath a veneer of differences, all people operate on the same principles that underlie our American culture. They do not and are not moved or motivated by the same things we are. America had a pretty good lesson in this when fighting the Japanese in WWII. We had to utterly crush them and even then we were lucky that they listened to their emperor. The radicalized Muslims have no comparable figure who can order them to surrender.

One day story. If the perps had been vaguely redneck, it would be front page for weeks.

ISIS stands for “the Islamic State of Iraq and Syria,” leading one to wonder why criticism of an Islamic State would be ‘Islamophobia,’ and not legitimate criticism of the policies of a state.

Jail now and deport as soon as soon as you can arrange.

Really need to stop pussyfooting around with folks who commit a mass casualty event to include idiots like these two who fully intended to do so and did everything but build a functional device. Quick judicial process consisting of:
1. Are these the right guys? Yes? Proceed to step two.
2. Evidence linking them to the mass casualty event. Yes? Proceed to step three.
3. Directed verdict of guilty.
4. One shot at appeal limited to overcoming points one and two. Filed with a brief within 90 days of sentence, response due within two weeks of filing, oral argument within 30 days of filing. Rinse and repeat for cert petition.
5. Proceed to public execution NLT 10 days after process exhausted. Hanging on the Courthouse Square.

    As far as I know there is no such thing as a directed verdict of guilty. Judges can only direct a verdict of not guilty.
