Utah Governor Signs Bills for School Choice and Banning Children Sex Change Operations
It bans doctors from “performing sex characteristic surgical procedures on a minor for the purpose of effectuating a sex change.”
Republican Utah Gov. Spencer Cox signed two significant bills: Transgender Medical Treatment and Procedures and Funding for Teacher Salaries and Optional Education.
I hate seeing the media use “gender-affirming” regarding the bill. No. It bans doctors from “performing sex characteristic surgical procedures on a minor for the purpose of effectuating a sex change.”
Here are the other highlighted provisions in the bill (emphasis mine):
- requires the Department of Health and Human Services to conduct a systematic review of the medical evidence regarding hormonal transgender treatments and provide recommendations to the Legislature;
- requires the Division of Professional Licensing to create a certification for providing hormonal transgender treatments;
- requires a health care provider to meet certain requirements before providing a hormonal transgender treatment;
- prohibits a health care provider from providing a hormonal transgender treatment to new patients who were not diagnosed with gender dysphoria before a certain date;
- prohibits performing sex characteristic surgical procedures on a minor for the purpose of effectuating a sex change;
- specifies that an individual may bring a medical malpractice action related to certain medical treatments and procedures;
- specifies that an individual may disaffirm consent under certain circumstances;
- allows an individual to bring a medical malpractice action for treatment provided to the individual as a minor if the individual later disaffirms consent;
- extends the medical malpractice statute of limitations related to providing certain medical treatments and procedures; and
The portion I highlighted is important because the left is freaking out. The ACLU screamed because “the bill compromises the health and well-being of adolescents with gender dysphoria.”
The bill doesn’t except the ban on surgery. Utah did not outright ban hormonal treatment on minors.
“Legislation that impacts our most vulnerable youth requires careful consideration and deliberation,” Cox wrote in a statement. “While not a perfect bill, we are grateful for Sen. [Michael] Kennedy’s more nuanced and thoughtful approach to this terribly divisive issue. More and more experts, states and countries around the world are pausing these permanent and life-altering treatments for new patients until more and better research can help determine the long-term consequences.”
The school choice bill gives teachers a $6,000 salary increase. But the unions hate the bill because it has a school choice option for some students.
The bill formed the Utah Fits All Scholarship Program, which will give 5,000 qualifying students $8,000 to attend a school not in his or her district. The students can use the money to attend a private school or even home school.
Cox said: “This bill strikes a good balance. More than 90% of parents support Utah schools and so do we. Our top priority this session has been a significant increase in teacher compensation and education funding. We commend the Legislature for supporting our teacher pay proposal which will help address the state’s teacher shortage and give Utah teachers the much-needed pay raise they deserve. We also appreciate that HB 215 gives Utah parents additional options to meet the needs of their families. School choice works best when we adequately fund public education and we remove unnecessary regulations that burden our public schools and make it difficult for them to succeed. We are especially appreciative of our teachers and education leaders who helped push for more accountability measures which were not included in the original bill.”

Surgical mutilation is not treatment for gender dysphoria. In fact, it makes outcomes worse in pretty much all cases. Psychological treatment is the only safe and sane approach.
As such, I would argue that grandfathering in old victims to continue to be mutilated is a disservice, though the rst is a good start.
Yes but that doesnt help the groomers. It does the exact opposite as it keeps children out of their clutches.
That’s a pretty weak school choice program. And at a cost of a $6000 bribe for all teachers.
Utah’s a red state, but it’s a pretty pale red at times.

This is a weak step. They need to make a bold move.
And some child mutilation affirming organization will file a lawsuit and the judge overseeing the case will immediately grant plaintiff’s request put an injunction on the law to prevent its enforcement while the lawsuit works its way through the court system. And of course, that will take years to decide all the while child mutilation will be legal in the state of Utah.
$8000 per kid for Home School. What could go wrong? These programs are well intended.. but someone will figure out how to game the system and turn it into a cash cow.

When Louisiana began a limited voucher program it was very quickly taken advantage of. New “schools” opened up and did not even attempt to teach anything. One such institution near me managed to get a few million dollars before a parent reported them.
No worse than what public school systems already do. We homeschool our kids already. If I had an additional $8000 per child, Not only would that cover our current curriculum and activities entirely, I could add an additional music class, a formal physical education class, tutoring for advance math (not my strongest suit), and join a co-op to enhance foreign language instruction.
Then I could apply our current homeschool budget to their college funds.
AND I could provide receipts for every penny spent as part of their annual education portfolio evaluations to prove that the money went where it should.
Yes. Don’t use their language.
5,000 qualifying students in the whole state?! Why not allow every parent t choose? Why not put all state funding in the form of vouchers and let the parents decide which schools deserve it?
To qualify must one be in the district of a school that performs poorly on standardized tests?

Maybe, but why? School choice is not just to punish failing schools. It’s good for that, but it’s good for so much more too. And schools can be failing, in the parents’ eyes, even if they do well on the tests. The point is that the schools’ customers, who must be made happy, ought to be the parents, not the bureaucrats.
It seems Democrats have never and will never let black people go, they will not let women go and now, one way or another, they will not let young children go. Democrat-ism is just a metastasising breed of people bent on utter destruction of civilized human existence.

Back in my day sex change meant getting a fiver back out of a sawbuck from the local ho.
Education should be conducted in a market with auditability.
Sex change through a mutagenic process (e.g. viral-vector). Gender (i.e. sex-correlated attributes) change through medical, surgical, or psychiatric corruption.
Life change (e.g. living then dead, cannibalized, sequestered) through human rites performed for social, redistributive, clinical, political, criminal, and fair weather progress.
Diversity,Inequity,Exclusion,distancing (DIEd) under class-disordered, nominally secular ethical religions.
This is a first step, a weaker one that we like but still moves in the direction of breaking the govt school monopoly on public education funding. Utah has a very squishy group in charge and this tentative step reflects that timidity. Better than nothing. The problem is the usual suspects will howl just as loud over this small step as they would over a larger more substantial step. Appeasement doesn’t work.
Utah has suffered from immigration reform, migration, shared responsibility, DIE policy, and the conventional progress of individuals who run amuck with pride and prejudice.

But I believe you are implying that a majority Roman Catholic state would be strongly opposed to such attempts to surgically or chemically mutilate nature.
That is contradicted by a “Catholic” President who is loudly pro-abortion, a “Catholic” [former] Speaker of the House who is loudly pro-abortion, a Latin American Marxist Pope who oversaw communion for the Speaker on her visit to St. Peter’s.
My observation is that most “Catholics” are all talk, no action, all hat, no cattle.
