Lancaster, PA: Police Shoot Knife-Wielding Attacker, Black Lives Matter Riots Shake City

An excuse to riot: “Preliminary information and body worn camera footage indicates that the male subject had a knife in his right hand as he was chasing the officer.”

https://twitter.com/CalebJHull/status/1305352715577552896

Riots and looting erupted in Lancaster, Pennsylvania, after a cop shot a man who charged at him with a knife.

The Lancaster Police released a statement:

The caller related that her brother was reportedly becoming aggressive with his mother and was attempting to break into her house. Several officers from the Lancaster City Bureau of Police responded to the call and the first officer arrived at 4:24 pm. The first officer on the scene walked to the front of the residence and made contact with a woman, who was identified as a family member. A male subject then exited the front door of the residence and began chasing the officer. Preliminary information and body worn camera footage indicates that the male subject had a knife in his right hand as he was chasing the officer. The officer fired several shots from his firearm, striking the subject.

The suspect did not survive. The cop was the only one at the scene, but he wore and activated his body camera.

Police identified him as 27-year-old Ricardo Munoz.

They arrested Munoz in 2019 after he stabbed four people and a standoff. I doubt the officer knew Munoz’s history. Despite that, the footage shows the cop’s life was in danger.

But that did not stop people from rioting and looting.

So they were essentially ready to go riot at the drop of at hat. Hmmmm. Sounds to me there’s a bit of behind-the-scenes professional organizing going on?

(Of course there is.)

I read an analysis of some of these riots. First, something happens such as a shooting. Then there is a small local group reaction that can be easily contained by the local police.

But, by the second and third nights, there are more out-of-staters involved in the “protests”. These people and supplies are brought in to extend the riots.

We all need to assume that violence will come to our towns, not just the big urban cities. And, the violence will not stop if Biden is elected.

One would think a wack-a-mole strategy for these early rioters might provide sufficient discouragement for the follow-up waves. Arrest them for their crimes, make their release contingent on not being involved in any more criminal activity, then catch them on the second rebound and put them in jail for a much longer term. Violation of parole, forfeit of bond, held for trial next week.

Problem is, often the judges and the DA are complicit.

Exactly. Look at all the tweets that state ‘no police were present’. Clearly the mayor and chief pulled the police off the streets to let the mob riot, burn, and loot. Sounds like the Democrat/BLM governor supports the riots as well so did nothing to send in support.

Citizens need to start asking very hard questions of the leftist politicians and demand that enough citizens be deputized to put a hard stop to this insurrection.

When out of staters come in and do illegal things like inciting a riot, there should be an automatic federal response with federal charges as the reason for the arrests. Takes away the Soros purchased local DAs.

Tom Servo in reply to mrtomsr. | September 14, 2020 at 1:29 pm

We know the only way this ends – we’ve got to start shooting looters on sight, and using live ammo, preferably from rooftops, on any rioting mobs. But that upsets nice people at their breakfast tables, so it will probably have to wait until after the election is over.

Matt Bracken has recently gone through the historical blanket disdain for arsonists in his essays, noting the historical remedy is engaging them with deadly force … quickly and without remorse.

        Not to worry.
Some guy (or guys) named Stoltzfus will take care of them.

I think the Feds are starting to take control of charging the rioters and thus avoiding the progressive DAs.

If I remember correctly, some of the Washington and Oregon state and county officers were deputized as fed agents so an attack on them could be taken as a federal crime.

I remember Detroit’s 1967 and 68 riots. Those, and all black riots since, have been mostly about looting, cover to loot.

Short term gain orientation, loot now, whine later that lack of stores are racism.

This incident proves the emperor has no clothes. The protesting, rioting and looting is going to happen in any case. The root cause goes back to Barack Obama who is responsible for the racial tensions in America today. And the people who voted for Obama bear responsibility as well.

guyjones in reply to UserP. | September 14, 2020 at 11:23 am

Combine decades-long, widely-promoted, contrived narratives of alleged “pervasive/institutionalized” racism, racial victimhood and perpetual grievance, with Dhimmi-crat apparatchiks’ gleeful flame-fanning, exploitation and demagoguery, and, this violence is the end result.

This is the nihilistic, Orwellian insanity that the vile Dhimmi-crats have wrought, in our society — police officers and citizens being vilified and, in a disturbingly increasing number of cases, prosecuted for alleged “crimes,” for clear-cut, lawful uses of lethal self-defense.

This is the face of totalitarianism — prosecuting innocent people for defending themselves against violent assailants.

If we’re ever going to get somewhere with justice, there has to be differentiation between justified and unjustified force.

So far, all the force they’ve been protesting has been justified. There must indeed be such a distinction, but wake me up when there’s an instance of unjustified force for them to justly (but peacefully) protest.

Morning Sunshine in reply to Milhouse. | September 14, 2020 at 11:21 am

I would argue that the no-knock warrant death of Breonna Taylor was unjustified. If someone started banging at my door in the middle of the night, you can bet your bottom dollar that I will meet the invaders with force. The police started that gunfight, and her death was not justified.

Morning Sunshine in reply to Morning Sunshine. | September 14, 2020 at 11:22 am

but then very few protests are being done in HER name… I just see her name mentioned occasionally at the protests.

There have been maybe 4-5 truly “unjustified” or mistaken deaths of blacks by police in the last 5 years. There were 10 people murdered in Chicago LAST NIGHT. The Burn Loot Murder riots have nothing to do with “social justice” or “intersectionality”, whatever that is. It is a carefully crafted attempt to overthrow state and federal governments by commmie organizers like Soros. First they put in commie DA’s. Then they send in storm troopers to loot and burn. Then the commie DA “declines” prosecution. Unless it is a normie that defends themselves from the mob. The DA makes a ridiculous charge that will be dismissed when it gets to court. But that will take YEARS and the process is the punishment. That and the cost of years long legal fights. We must get the commie DA’s out of office.

BLM added Taylor’s name to their list after critics brought it to the attention of the public that her name was not on their list. Why leave her, and other actual victims of police, off the list? Why did the Taylor incident not make the cut with “protests” in response? Taylor didn’t fit the narrative.

When your purpose is to demoralize and destabilize a nation, you can’t “protest” something over which most reasonable people agree. Demoralization and destabilization occur when the population becomes highly polarized over a divisive issue, and most critically, an issue over which there should be no division. No sensible person should disagree with the conclusion that the killing of the knife-man in the above story was justified. It shouldn’t be an issue. Dupe enough people into believing it wasn’t justified, and now you have division. To demoralize and destabilize, you use that division to foment unrest, demonstrations, and riots.

It’s absolutely critical that the poster children for the promotion of street violence not be upstanding citizens wrongly killed by police because that’s not the kind of incident that causes division. The division, and the subsequent demoralization and destabilization, are the objectives, not “justice.”

I’ll also contribute Walter Scott, shot in the back as he tried to run away (from an expected arrest due to failure to pay child support, which was due to the state’s failure to adjust child support after he got fired due to their previous arrest for failure to pay child appear, which was due to their having filed his paid-in-full child support incorrectly.)

But no protests — huge protests for roughly-contemporaneous Michael Brown, a good shoot, instead.

I have come to the conclusion that this is deliberate: the underlying attack is on POLICING, not on ABUSIVE POLICING, and you don’t intimidate normal cops into retiring by penalizing abusive cops for clear-cut abuses.

healthguyfsu in reply to ecreegan. | September 14, 2020 at 12:16 pm

        Walter Scott’s killer was convicted.

I’d also say that an “unexpected” arrest doesn’t give anyone the right to brawl with police because they are caught off guard. That’s exactly what Scott did.

Whether or not Walter Scott was justified in brawling with the cop, when he got the upper hand and ran away, the cop was not justified in shooting him in the back.

And since the arrest for fully-paid child support ruined his life (by the time the state realized it had been sending his child support to the wrong woman, he’d lost his really good job and never got another good one and he still was charged child support at the rate as if he’d never been fired) I have a certain sympathy for him brawling with the cop rather than allowing himself to be peacefully arrested — because he hadn’t been paying adequate child support because he couldn’t afford to because the state had gotten him fired.

Effectively Walter Scott knew the DA had a frame job in so he fought the arrest.

The cop of course knew none of this, but he knew the only time you’re allowed to shoot a fleeing suspect is when you have good reason to think he’s immediately headed off to commit a crime (e.g. he wants to kill the ex before he’s caught) and he had no reason to think that in this case.

“Whether or not Walter Scott was justified in brawling with the cop…”

Easy, no, he wasn’t. With the extremely rare exception that you know you are dealing with a corrupt cop that intends to cause you harm, comply and let the judicial side sort it out.

When you don’t follow that social compact you get killed.

JusticeDelivered in reply to healthguyfsu. | September 15, 2020 at 10:28 am

“I have a certain sympathy for him brawling with the cop rather than allowing himself to be peacefully arrested”

The big issue are people who feel entitled to assault, period. It is not the officer’s fault that this guy was in the middle of a bureaucratic screw up.

Walter Scott’s actions amounted to evolution in action.

What people forget, or ignore, is that Walter Scott did far more than run away and struggle with a LEO who was engaged in a lawful enforcement action.

Xcott was in possession of a vehicle which was not registered to him. There was an appearance that led to the possibility that the vehicle was stolen. Scott ran. Slager pursued. Slager caught up with Scott just outside a park. A physical altercation ensued, as Scott resisted a lawful arrest. Scott ran away again and Slager again pursued. Slager caught Scott inside the park. Scott again physically resisted a lawful arrest, this time stealing Slager’s taser and shooting him with it. One dart missed and Scott again ran, dropping the taser slightly behind Slager. Slager, now believing Scott was fleeing with a weapon, shot him, until he fell to the ground. Slager never had a chance to find out that any warrants existed for Scott. The shooting fell well within the parameters for a justified police shooting; an armed flee felon who had already exhibited the ability to attack people without justification. The Slager prosecution was nothing more than an early BLM inspired unlawful prosecution. Slager was never convicted of killing Scott. He copped a convenience plea, a la Jeffrey Epstein, which the state accepted because it knew that it had no case.

Breyana Taylor was simply collateral damage of a flawed warrant process. There were problems with the warrant itself, which were the fault of the PD. The biggest problem was that it was a no knock warrant. I do not like no knock warrants, as a general rule, as they are overused. And, they do present the danger of those being served reacting violently, which was why they were originally approved for use in situations where the person being served was assumed to be armed and would resist if given warning. Her death, as officers returned fire from the resident was tragic, but was not indicative of any racial animosity.

healthguyfsu in reply to Morning Sunshine. | September 14, 2020 at 12:14 pm

You would do better to know the laws in your state.

Breonna Taylor was a tragic shooting of someone hanging out with a degenerate loser. She was not the intended target, but she also needed to distance herself from that situation long ago.

Did she deserve to die? No. That doesn’t mean her death is somehow a case for BLM because she was not gunned down in cold blooded callousness due to her skin color.

CommoChief in reply to healthguyfsu. | September 14, 2020 at 1:27 pm

Taylor was not residing with the actual prime target, MR Glover. There was a raid at Mr Glover residence, which was probably justified.

The issuance of a no knock warrant to support a tactical entry at MS Taylor’s residence was, IMO, totally unjustified. This heavy handed use of force based upon what is now widely viewed to be flimsy ‘evidence’ ginned up by a crooked cop who was inadequately supervised by his superiors and utilizing the misplaced trust of the judiciary in granting a no knock warrant tactical entry upon a at best secondary target directly led to tragic consequences.

The no knock warrant should be in the quiver, but it must be reserved for when it is absolutely necessary. It must not be an option for casual use. The issuance of these warrants must be limited to essential situations in which without the warrant there is no alternative to act.

The use of no knock warrant tactical entry should be like the Clinton Administration abortion philosophy; safe, legal and Rare.

DaveGinOly in reply to CommoChief. | September 15, 2020 at 4:16 pm

No knock warrants, served at the homes of suspects, violate one of the principles of arrest – if possible, do not make the arrest in the presence of friends or family.* Doing so encourages the suspect to resist, either out of a desire to display bravado to those present or out of an anticipation of support from them in the fight. And of course it puts LEOs in real danger that friends and family will support the suspect in resisting arrest, putting officers in greater danger.

*This was THE mistake made in the Waco raid. David Koresh was known to jog alone on county roads and could have easily been arrested away from support. But somebody wanted to raid a compound full of armed individuals to affect the arrest of one man. Disaster, as we all know, followed.

The police received a “no-knock” warrant but claimed they announced themselves anyway before Breonna’s boyfriend opened fire. Liberal city had no police body cams unfortunately.

        CommoChief in reply to tlcomm2. | September 16, 2020 at 12:50 pm

The scenario of executing a no knock tactical entry is:
        1. LEO kitted up and arrive
        2. LEO position at door and over watch escape routes
        3. LEO don’t knock, they go in kinetic
        4. LEO yell Police

The problem with this are obvious.
        1. The timing is early morning or late night. Target home owner is likely asleep, that’s why the time was chosen.
        2. The target is going to be a bit disoriented as adrenaline overcomes sleep. Recognition and reactions are slowed.
        3. Anyone can yell out the word Police.
        4. Anyone can purchase fake badges and put them on a neck chain for display.
        5. Anyone can purchase the same kit the LEO use or close enough as to make no difference while disoriented.

This all assumes the LEO are executing the tactical entry at the correct address. There have been times the address gets transposed and LEO goes to wrong address.

The point I am making is these tactical kinetic entries are fraught with the potential to go poorly. The PD does need the arrow in their quiver, there are circumstances where there isn’t a good alternative. The use of no knock warrants should be closely monitored, heavily scrutinized and limited to those very rare, almost unique cases.

Think of your reaction predawn to the sounds of your home being breached, folks yelling. Both my mastiffs and I would not survive the event.

MajorWood in reply to alaskabob. | September 14, 2020 at 2:14 pm

People like Sharpton have largely disappeared because the bodycams were an unintended consequences which almost always demonstrated that those isolated shootings were in fact justified. But all the libtards seem to operate with “I’ll see it when I believe it” logic.

So does it matter that Munoz was apparently chasing officers with a knife before he was shot by them? Does it matter that Munoz has stabbed others previously?

No, clearly the content of his character (or lack thereof) is completely irrelevant because “black”.

smalltownoklahoman | September 14, 2020 at 11:23 am

It does not matter to these people whether or not this was a justified shooting by the officer. Person of color dead, officer involved, that’s all the excuse they need. I just hope come November when Trump wins reelection that the gloves come off in response to these riots. Maybe when these rioters start facing live ammunition instead of rubber bullets and tear gas they’ll start thinking twice about ripping communities apart for whatever reason they find convenient.

Everybody who has been paying attention knows this. George Floyd was nothing but an excuse. Jacob Blake was an excuse. Minneapolis suicide guy was an excuse. This thug was an excuse.

Rioters in Lancaster are being busted en masse. They can’t outrun police vehicles. Police jump out and arrest all of them while others on foot circle the blocks.

A riot over yet another black life that matters for the wrong reason. Thank God that has been corrected and he doesn’t matter anymore.

Riots which are triggered by a clearly justified shooting, proven on bodycam to be a clearly justified shooting, need to be suppressed hard.

This is not an attack on excessive police force, this is an attack on ANY police force. If a policeman can’t shoot someone charging at him with a raised knife, you can’t have police.

Let’s see, the dead crazy man stabbed 4 people in 2019 and was FREE to do the same in 2020

That’s what they should be “protesting over”… but, alas it’s not!

Yes, good job to the officer. Too bad now he’s going to have to endure weeks/months of harassment and legal action for this incident. Because you just know Benji Crump or some other “civil rights lawyer” is going to show up and make this into the next “innocent black man suffering from mental problems killed by vicious white police office for no apparent reason” circus with no end in sight. You know it’s gonna happen, the left will rewrite this incident to reflect the “blacks as eternal victims” narrative and go from there.

ConradCA in reply to gonzotx. | September 15, 2020 at 12:23 pm

How the hell does someone stab 4 people and not get set to prison/mental hospital for life?

So, what is it the “protestors” want? Are violent criminals to be totally immune from law enforcement if they happen to be black?

That doesn’t sound like a formula for a successful society.

    JusticeDelivered in reply to tom_swift. | September 15, 2020 at 10:53 am

Look at black countries, cities and neighborhoods, what do they have in common? High crime, corruption and generally shit holes.

The thin veneer of cotton comes off easily.

We have reached the point that any forceful response to a violent black person triggers instantaneous riots and looting by opportunistic revolutionaries. The next civil war has started. BLM and Antifa have to be ruthlessly suppressed.

No appreciable Korean population in Lancaster, it seems. And nothing much lootable in the (armed) Amish neighborhoods.

So yeah….What is all the fuss about exactly? An LEO responded to a call and a knife wielding man bursts through the front door directly toward the LEO. The LEO backs up, apparently drawing his weapon while the knife wielding man continues running at the LEO. The LEO fired and life wielding man is stopped.

This is textbook example of a justified use of deadly force. If the rioters refuse to wait for any evidence, such as.body can footage, to be released and proceed directly to rioting that tells us much.

The rioters about slogans like ‘no justice no peace’ but this event was clearly justified. So we are left to draw the obvious conclusions.

The rioters are not interested in evidence.
The rioters are not interested in justice.
The rioters are not interested in peaceful protest.
The rioters are not interested in holding a conversation.

The rioters are interested in rioting under any pretext, no matter the circumstances. This mentality is that of a lynch mob.

Traditionally, there are two broad options for suppressing the mob; gold or lead. Much gold has been spent and continues to be spent attempting to create more accessible opportunities for the ‘underclass’. Clearly this is no longer working.

I continue to hope that the d establishment will exercise their ability to influence the mob to stand down. I don’t have a great deal of confidence that they will do so. Nor do I believe that the MSM power brokers will act responsibly.

Unfortunately both the d and the MSM along with never Trump factions are so blinded by their categorical hatred for Trump that they seem willing to allow the Nation to be destroyed.

I pray that we are not going to be thrust into crossing the Rubicon. None of us should welcome the depths of misery and barbarity that act will force our Nation to endure. We should prepare for the worst while hoping for another acceptable outcome.

The artificially created internal divisions within our Nation are being stoked and fanned into flame by irresponsible media hacks and political ideologues. We should do everything in our power to resist the siren call of strife.

No conflict is ever glorious. No conflict is ever clean, surgical or precise. Internal conflicts with their attendant years of built up resentment least of all. We should avoid this outcome of possible.

At the end of the day we must be prepared for a conflict that is forced upon us. Should this day arrive we can then go forward to meet the challenge secure in the knowledge that we have done everything possible to avoid a conflict and proceed to pursuing the end of the conflict with as much humanity as possible.

healthguyfsu in reply to CommoChief. | September 14, 2020 at 12:19 pm

You can call gold an “option” (and admittedly you said it’s not a good one), but appeasement by government has never worked in the history of the world as far as I know.

CommoChief in reply to healthguyfsu. | September 14, 2020 at 12:40 pm

British expanded their dole during the French revolutionary war and Napoleonic wars. The more astute leaders both national and local ‘squires’ realized the clear danger of a revolution in Britain.

Keep in mind this period followed the American revolution. The very bad policy of the enclosure acts which took the use of th historic commons and distributed these acres to the local large landowners. While this was necessary to provide more efficient food crop production to feed the growing population it displaced roughly 2/3 of the local population.

The army and navy along with jobs in the rapidly industrialized North of England provided some outlet for the now locally excess population. The younger men were on balance, able to adapt. Older people and women not so much.

This is very very truncated explanation. The bottom line is that you are largely correct. This is one of the few examples of ‘gold’ working in dealing with the passions of the mob. Even in this example the use of force by the government to suppress violence by the mob was common.

healthguyfsu in reply to CommoChief. | September 14, 2020 at 5:25 pm

Interesting example. I don’t disagree that the example works, but that wouldn’t fly today…today, there are too many entitlements and not enough individual spirit to help one’s self out of a bad situation (whether one created the situation or not).

CommoChief in reply to healthguyfsu. | September 14, 2020 at 8:42 pm

You are again mostly correct. The displaced common laborers had been able to support a family with their cow and some pigs grazing in ‘their’ portion of the common. Likewise they had a share of the grains from the common. That along with a small garden at their two or three room cottage and the take of water cress, sloe, BlackBerry and rabbit from the Warren along with very casual and poorly paid cash labor for landowners during planting and harvest, they could make ends meet.

Tell some of these folks rioting now that they have it better than 99% of the people now alive or ever alive. They won’t believe it. We lose sight of just how good we have it in the U.S. Not the top ten percent economically but the bottom ten.

The U.S. is without any question a better place to be alive today than any period in human history. Those of us who have been deployed to some of the world’s alternatives at least gained that perspective. Not just vets, people who served in the peace corps or long term on a mission trip to non first or second world nations have had the opportunity to see it as well.

JusticeDelivered in reply to CommoChief. | September 15, 2020 at 12:04 pm

There are cameras for rifle scopes, so how about an open bounty on rioters, dead or alive, evidence that they were acting up captured as proof of legitimate kill? Open season starts at time of riot. That would make lib heads explode.

“BREAKING: arsonists are lighting fires in the streets in Lancaster and adding public trash bags as fuel at the BLM riot”

Sounds mostly peaceful to me. They are just trying to be like peaceful Finland. #greennewdeal

By the way, that officer deserves a medal and an endorsement deal from Glock.

That was a hell of a good, clean shoot one handed while retreating from someone being chased by a maniac.

Came at a cop with a knife. Play stupid games, win stupid prizes. We’ll get by without this vermin.

Maybe we need a federal executive order authorizing citizens to shoot on sight rioters and looters. Snuff out the riots and provide recreation for the citizens.

CommoChief in reply to ray. | September 14, 2020 at 4:13 pm

    Ray,

You don’t need an executive order or anything else to authorize you to defend yourself against an imminent threat.

If you mean instead, something like an ‘authorization’ to begin opening fire on random groups of people who may be engaged in unlawful actions but DO NOT present an imminent threat to you…..that isn’t going to happen. Nor should it outside of a wartime ROE. We ain’t there quite yet, closer to there than yesterday for sure, but we have not arrived yet.

Shoot looters and rioters – shoot to kill. Been working for centuries.

The rioters and looters just like to riot and loot and burn businesses. They don’t need a reason, just an excuse.

When they can do this, it’s a signal that the city government is weak and doesn’t back its police. Try this in a well-run city where the politicians back their police.

The Police Chief should announce, “We haven’t issued less-lethal crowd control methods to our officers, because they are ordered to respond to any attacks on them with live ammunition. You have been warned.”

TY OldProf2, but “like” rioting and looting?

THEY ARE BEING PAID TO DO THIS. It is an insurrection.

Is BLM looking for carte blanche for any black male? Seems no matter their crime any police activity causes a riot.

The cops handled it well. The public, not so much.

Damned good shooting, running backwards

It’s very good that there is the bodycam video. Early reports made the police sound possibly culpable, now we see the shooting was 100% justified. I hope the rioters realize they were wrong and that sympathy for them is evaporating, better to stop right now.

I’d like to throw all these people on some sufficiently sized and provisioned island, let them set up their own society … and see how far that goes. My guess a few weeks to a few months … and they’re gonna have the same problems as we have now.

This little riot stunt just cost them Pennsylvania. When the riots moved out of downtown PDX to the 47th and 106th street precincts, public opinion shifted, A LOT.
