Financial coercion very likely plays a major role in ensuring compliance. Coercion is government’s favorite tool. We see it at work all over the place, as with threats to withhold funds from states that do not follow the speed limits set by DC bureaucrats. The federal government lures (or intimidates) schools into schemes the schools would not otherwise choose to implement. Consider the following examples of coercion via school lunches and school bullying rules.

National School Lunch Program (NSLP): The Department of Education runs the e-rate program, which gives schools $9 for every $1 the school spends on technology. But there’s a catch, as Gormogans reports: “To get that money, your school’s kids have to participate in the NSLP. Further, there is a sliding scale: if your school’s participation drops off, so too does the e-rate money.” The participation rate in NSLP is consequently quite high (95% of public schools) -- even though the mandatory menu choices are so unsatisfactory that children throw away huge quantities of food and even engage in protests (we’ve all heard about Moochelle’s notorious vomit-flavored meals). Needless to say, once a school accepts federal money, it will be forced to comply with the fed’s requirements for lunch menus, curriculum, and other conditions that used to be under the control of local schools. Anti-Gay Bullying Programs: Russlynn Ali, the assistant education secretary for civil rights, under the direction of Education Secretary Arne Duncan, laid down the rules for anti-gay bullying in schools, using funding as the stick. Schools that fail to address the bullying of gay students may lose U.S. funds for not enforcing gender-discrimination laws:

Russlynn Ali, by the way, wrote the Department of Education’s 2011 Sexual Assault Directive, which was widely criticized for ignoring civil rights, removing the presumption of innocence, and fostering false allegations. This was the “preponderance of evidence” policy that allowed universities to convict students of rape or sexual assault even when the police found no evidence of guilt. “Over the past 20 months, students have been unfairly accused and wrongfully expelled from colleges across the country,” noted Stop Abusive and Violent Environments spokesman Chris Thompson. “These false allegations have impugned the reputations of the innocent, compromised the credibility of true victims, and upended basic notions of fairness and justice.” Reaction to Ali’s directive was so intense that she resigned her federal post just two days after the publication of a critical article in the Duke Law Review. Sounds to me like the Civil Rights officer doesn’t understand the concept.

In trying to find out where the zero tolerance policy on guns originated, I searched ed.gov and found that zero tolerance apparently falls under civil rights. Russlynn Ali, an Obama appointee, ran the Department of Education’s civil rights office from March 2009 to December 2012. Perhaps her financial coercion of schools into adopting federal bullying rules also extended to zero tolerance for guns ‘n’ stuff, disparate impact restrictions on disciplining students, and a whole host of other schemes that we on the right deplore. I don’t know who started the gun freakout program, but if I were an investigative journalist (that is, a conservative blogger), I would begin my research with a look at Ali’s work.]]></description>

		<description><![CDATA[Zero Tolerance is designed to teach our children that the people in charge of them have no judgment and cannot be trusted.  It is a mechanism for breaking the social compact, much like &quot;smash monogamy.&quot;

And, it is brought to us through the trainers of our teachers and principals.  It is not new.  The teachers of our teachers have been training up idiots for decades.

When I was in college, I took &quot;Origins and Development of the English Language&quot; as an elective.  It turned out to be required for education majors.  I was the only non-education major in the class (I majored in Chemistry).  The teachers was a newly-minted PHd, who had a reasonable expectation that people would read the assignments.  The assignments were not long, the material was interesting, and he gave us a syllabus.

These, the best and brightest of the education group, failed to read the assignments, did their best to waste time in class, spent class time quizzing the teacher about what would be on the tests in an obvious effort to narrow the subject matter, and generally behaved like lazy high school students. 

We took the first test, and  I made an A, and they were mad at me for blowing the curve. 		<content:encoded><![CDATA[<p>Zero Tolerance is designed to teach our children that the people in charge of them have no judgment and cannot be trusted.  It is a mechanism for breaking the social compact, much like &#8220;smash monogamy.&#8221;</p>
<p>And, it is brought to us through the trainers of our teachers and principals.  It is not new.  The teachers of our teachers have been training up idiots for decades.</p>
<p>When I was in college, I took &#8220;Origins and Development of the English Language&#8221; as an elective.  It turned out to be required for education majors.  I was the only non-education major in the class (I majored in Chemistry).  The teachers was a newly-minted PHd, who had a reasonable expectation that people would read the assignments.  The assignments were not long, the material was interesting, and he gave us a syllabus.</p>
<p>These, the best and brightest of the education group, failed to read the assignments, did their best to waste time in class, spent class time quizzing the teacher about what would be on the tests in an obvious effort to narrow the subject matter, and generally behaved like lazy high school students. </p>
<p>We took the first test, and  I made an A, and they were mad at me for blowing the curve. 		<description><![CDATA[Zero tolerance has absolutely nothing to do with safety.  This is a very long term strategy to stigmatize guns and brainwash very young children about guns.  When these kids learn at a very young age that having thoughts about guns will lead to punishment, and their young classmates see them punished for having thoughts about guns, then very young children are being programmed to associate negative consequences to guns.  In effect, they are being brainwashed.  In the long term, if this persists, I think it will have an impact.

I spent a couple of hours one day trying to figure out who specifically initiated the effort to use schools as the mechanism to program kids to hate guns.  It&#039;s got to be an organization with a national reach in public K-6 education, because this is not isolated to liberal states.  It&#039;s happening all over the country.  Perhaps the Secretary of Education, or maybe the association of superintendents and administrators, or NEA, etc.  I finally gave up trying to assemble the pieces of the puzzle to figure out who the brainchild is that is behind brainwashing our kids to hate guns.]]></description>
